HomeMy WebLinkAbout1987 10-05 EDAM Special Session1 1 MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTEk IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION OCTOBER 5, 1987 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to -order by Chairman Dean Nyquist at 7:08 p.m. ROLL CALL Chairman Dean Nyquist, Commissioners Gene Lhotka, Celia Scott, Bill Hawes, and Rich Theis. Also present were EDA Director Gerald Splinter, Finance Director Paul Holmlund, Director of Planning and Inspection Ron Warren, City Attorney Charlie LeFevere, HRA Coordinator Brad Hoffman, Personnel Coordinator Geralyn Barone, and Administrative Aid Patti Page. RESOLUTION NO. 87 -01 Member Gene Lhotka introduced the following resolution and moved its adoption: RESOLUTION APPROVING THE BROOKLYN CENTER ECONOMIC DEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1988 PURSUANT TO MSA CHAPTER 462.545, SUBDIVISION 6 The motion for the adoption of the foregoing resolution was duly seconded by member Rich Theis, and the motion passed unanimously. RESOLUTION NO. 87 -02 Member Bill Hawes introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING THE TAX LEVY FOR THE BROOKLYN CENTER ECONOMIC DEVELOPMENT AUTHORITY FOR THE YEAR 1988 The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and the motion passed unanimously. RESOLUTION NO. 87 -03 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT AUTHORITY GRANT The motion for the adoption of the foregoing resolution was duly seconded by member Gene Lhotka, and the motion passed unanimously. GUSTAFSON AGREEMENT The HRA Coordinator noted because of the three year lease agreement which the present tenant had with the City a tax issue was created which had not been addressed in the original agreement. He stated at this time there is a property 10 -5 -87 -1- tax owed of approximately' $14,000. He noted an additional $7,000 will be added on the 15th of October. He noted under the present agreement it is questionable whether Mr. Gustafson is liable for this amount. He stated if the Economic Development Authority' were to pay this tax, approximately half of it would come back to the City. He noted Mr. Gustafson is willing to sign a termination agreement on the lease and be out of the house by October 12, 1987. He stated staff is recommending the Economic Development Authority pay the approximately $14,000 and sign a termination agreement with Mr. Gustafson. He added that if Mr. Gustafson is not out of the house by the 15th of October, the agreement is void. Commissioner Theis stated he would be happy to see a clear title on the property, but he is not pleased with the idea of paying taxes. He added that he sees no way around it though. There was a motion by Commissioner Theis and seconded by Commissioner Scott authorizing payment of approximately $14,000 in taxes to Hennepin County and directing staff to execute a termination agreement for lease of the house on the Earle Brown Farm. The motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Lhotka and seconded by Commissioner Theis to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Economic Development Authority adjourned at 7:21 p.m. 10 -5 -87 -2-
