HomeMy WebLinkAbout1989 05-22 EDAM Special Session1 1 SPECIAL SESSION MAY 22, 1989 5/22/89 -1- MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Dean Nyquist at 10:10 p.m. ROLL CALL President Dean Nyquist, Commissioners Celia Scott, Todd Paulson, and Jerry Pedlar. Also present were EDA Director Gerald Splinter, Director of Planning and Inspection Ron Warren, City Attorney Charlie LeFevere, EDA Coordinator Brad Hoffman, and Administrative Aide Patti Page. APPROVAL OF MINUTES MAY 1, 1989 SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to approve the minutes of the May 1, 1989, Economic Development Authority meeting. The motion passed unanimously. APPROVAL OF MINUTES MAY 8. 1989 SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to approve the minutes of the May 8, 1989, Economic Development Authority meeting. The motion passed unanimously. RESOLUTIONS The EDA Director presented a Resolution Approving Revised Mechanical Plans and Specifications for the Earle Brown Farm Restoration Project and directed advertisement for bids. He noted the initial bids received were $500,000 above the original estimate. He noted there have been some changes in the plans to allow for reduction in cost, and therefore, staff is presenting the revised mechanical plans and specifications for the EDA's approval. RESOLUTION NO. 89 -13 Member Jerry Pedlar introduced the following resolution and moved its adoption: RESOLUTION APPROVING REVISED MECHANICAL PLANS AND SPECIFICATIONS FOR THE EARLE BROWN FARM RESTORATION PROJECT AND DIRECTING ADVERTISEMENT FOR BID The motion for the adoption of the foregoing resolution was duly seconded by member Celia Scott, and the motion passed unanimously. RESOLUTION NO. 89 -14 Member Celia Scott introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING BIDS AND APPROVING CONTRACTS FOR HERITAGE CENTER AMENITIES PROJECT NO. 89 -02 DISCUSSION ITEM 5/22/89 -2- The motion for the adoption of the foregoing resolution was duly seconded by member Todd Paulson, and the motion passed unanimously. MEMBERSHIP IN THE NORTHERN MAYOR'S NORTH METRO DEVELOPMENT ASSOCIATION The EDA Director explained approximately three years ago the Northern Mayor's Association was formed to serve as a promoter to the north metro area. He noted at the time it appeared there was a consistent pattern of major public and private development going to the southwest area of the metro area. He noted to accomplish this roll, the North Metro Development Association was established and a separate budget was given to it so that cities could choose to be involved in just the mayor's association and /or the development promotional activities. He noted from his perspective, the promotion activities of the North Metro Development Association offers the opportunity for the City to join with other communities in the area to develop a quality effort promoting the assets and attributes of our area. He explained by pooling resources the North Metro Development Association can make an impact. He noted if the City were to try and do this alone, we would spend major time and dollar efforts which might be counter productive. He stated he is recommending the EDA become a member of the North Metro Development Association. He stated the cost of the membership for 1989 is $21,169 which could be paid from EDA funds. There was a motion by Commissioner Scott and seconded by Commissioner Paulson authorizing membership for 1989 in the North Metro Development Association and authorizing payment of $21,169 from EDA funds towards this membership. The motion passed unanimously. OTHER BUSINESS The EDA Director stated there have been some revisions to the farm activities. He stated staff and the Earle Brown Farm Committee has recommended delaying installation of restaurant kitchen facilities on the farm at this time. He noted Mr. Beisner's office has contacted several restaurants but for a variety of reasons these restaurants are not interested at this time. He added by delaying the restaurant kitchen facilities, money would be saved on the project. He stated staff is also recommending demolition of the G barn because it is in such poor condition there would be no sense in trying to restore it. He noted staff is recommending utilities be stubbed in, and a building could be built at a later date if someone, perhaps a restaurant, is interested in this area. The EDA Director stated the Earle Brown Farm Committee has been approached by someone who is interested in using the bunkhouse as a small museum for the highway patrol. He noted at this time there is no programmed use for the bunkhouse, and it would cost approximately $50,000 to restore it. He explained the Earle Brown Farm Committee is recommending demolition of the bunkhouse unless the highway patrol is truly interested in using the bunkhouse and will make a dollar commitment for restoration. There was a motion by Commissioner Scott and seconded by. Commissioner Pedlar accepting the following recommendations from the Earle Brown Farm Committee and staff members: demolition of bunkhouse unless a commitment from the highway patrol is obtained by June 15, 1989; demolition of G barn with utilities stubbed 1 1 in for future construction; delay of restaurant kitchen facilities until a later date. The motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Pedlar and seconded by Commissioner Scott to adjourn the meeting. The motion passed unanimously.
