HomeMy WebLinkAbout1990 04-09 EDAM Special Session1 MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION APRIL 9, 1990 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Dean Nyquist at 7:25 p.m. ROLL CALL President Dean Nyquist, Commissioners Celia Scott, Todd Paulson, Jerry Pedlar, and Philip Cohen. Also present were EDA Director Gerald Splinter, Director of Public Works Sy Knapp, Finance Director Paul Holmlund, Director of Planning and Inspection Ron Warren, City Attorney Charlie LeFevere, City Engineer Mark Maloney, Personnel Coordinator Geralyn Barone, and Administrative Aide Patti Page. APPROVAL OF MINUTES JANUARY 29 1990 SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Paulson to approve the minutes of the January 29, 1990, Economic Development Authority meeting. The motion passed unanimously. APPROVAL OF MINUTES FEBRUARY 12. 1990 SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Paulson to approve the minutes of the February 12, 1990, Economic Development Authority meeting. The motion passed unanimously. APPROVAL OF MINUTES FEBRUARY 26. 1990 SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Paulson to approve the minutes of the February 26, 1990, Economic Development Authority meeting. The motion passed unanimously. PUBLIC HEARING The City Manager noted for quite sometime now, the City staff has been in negotiations and study with the school board regarding a modified project plan for the housing development and tax increment financing plan. Mayor Nyquist opened the meeting for the purpose of a public hearing regarding the Tax Increment Financing Plan. He inquired if there was anyone present who wished to address the Council. No one appeared to speak, and he entertained a motion to close the public hearing. There was a motion by Commissioner Scott and seconded by Commissioner Cohen to close the public hearing on a Tax Increment Financing Plan. The motion passed unanimously. 4/9/90 -1- RESOLUTION NO. 90 -05 Commissioner Philip Cohen introduced the following resolution and moved its adoption: RESOLUTION APPROVING A MODIFIED PROJECT PLAN FOR HOUSING DEVELOPMENT PROJECT NO. 01 AND TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 01 REQUESTING THE BROOKLYN CENTER CITY COUNCIL TO CONDUCT A PUBLIC HEARING THEREON; RECOMMENDING APPROVAL OF THE PLANS The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Todd Paulson, and the motion passed unanimously. DISCUSSION ITEM ACQUISITION OF 419 69TH AVENUE NORTH The City Manager stated this property owner has approached the City regarding the City's purchase of his property. He stated staff is requesting authorization from the City Council to negotiate a purchase price for this property. There was a motion by Commissioner Cohen and seconded by Commissioner Scott directing staff to negotiate a purchase price for the property at 419 69th Avenue North. The motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to adjourn the meeting. The motion passed unanimously. The Brooklyn Center Economic Development Authority adjourned at 7 :32 p.m. 4/9/90 1
