DISCUSSION ITEM MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA SPECIAL SESSION SEPTEMBER 10, 1990 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Dean Nyquist at 10:10 p.m. ROLL CALL President Dean Nyquist, Commissioners Celia Scott, Todd Paulson, Jerry Pedlar, and Philip Cohen. Also present were EDA Director Gerald Splinter, Director of Public Works Sy Knapp, Director of Planning and Inspection Ron Warren, City Attorney Charlie LeFevere, EDA Coordinator Brad Hoffman, City Engineer Mark Maloney, Public Works Coordinator Diane Spector, and Administrative Aide Patti Page. MINUTES AUGUST 13. 1990 SPECIAL SESSION EDA motion by Commissioner Paulson and seconded by Commissioner Cohen to minutes of the August 13, 1990, EDA meeting. The motion passed APPROVAL OF MINUTES DECEMBER 18 1989 SPECIAL SESSION HRA There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to approve the minutes of the December 18, 1989, HRA meeting. The motion passed unanimously. APPROVAL OF MINUTES JANUARY 8 1990 SPECIAL SESSION HRA There was a motion by Commissioner Paulson and seconded by Commissioner Cohen to approve the minutes of the January 8, 1990, HRA meeting. The motion passed unanimously. APPROVAL OF MINUTES SEPTEMBER 4, 1990 There was a motion by Commissioner Cohen approve the minutes of the September 4, Commissioners Scott and Pedlar abstained this meeting. MARKET ANALYSIS OF 69TH AVENUE NORTH AND BROOKLYN BOULEVARD The EDA Director stated because of the proposed development between Brooklyn Boulevard and Shingle Creek Parkway along 69th Avenue, there were a number of right -of -way and development questions which needed to be addressed. He added along with the City's improvements there would also be County improvements which compounded these questions and concerns. 9/10/90 -1- SPECIAL SESSION HRA and seconded by Commissioner Paulson to 1990, HRA meeting. The motion passed. from voting as they were not present at Commissioner Scott inquired what the City would actually be receiving for the money. The EDA Coordinator stated in Phase I Maxfield Research Group would be taking an objective look at the entire area and the current zoning and economic issues regarding this area. He noted Phase II would be a review of the specific project which would identify hindrances and set priorities. Councilmember Pedlar stated he had a number of questions and concerns regarding the costs outlined in the proposal. Commissioner Paulson noted since the City does not have a lot of background in this area, staff does not seem quite clear as to what they are requesting. He inquired if Maxfield Research Group would know what it is studying. He stated he does not feel comfortable sending someone out without a clear mission. Commissioner Cohen stated the area of 69th Avenue and Brooklyn Boulevard will deteriorate if the City does not have a development plan. He noted this entire area has been considered a redevelopment area, but the City has not acted on it in the past. He pointed out if you compared the cost of the study and the cost of development errors to the City, he feels this is an excellent expenditure. The EDA Coordinator briefly reviewed the site which would be contained within the Maxfield Study. He noted he would be comfortable with tabling action on this item and reworking the language with Lee Maxfield. There was a general consensus among Commissioners to lay over consideration of this item to the next meeting. ADJOURNMENT There was a motion by Commissioner Scott and seconded by Commissioner Paulson to adjourn the meeting. The motion passed unanimously. The Economic Development Authority adjourned at 10:37 p.m. 9/10/90 -2-
