SPECIAL SESSION
SEPTEMBER 23, 1991

CALL TO ORDER
The Brooklyn Center Economic Development Authority met in special session and was
called to order by President Todd Paulson at 10:59 p.m.
ROLL CALL
President Todd Paulson, Commissioners Celia Scott, Jerry Pedlar, Dave Rosene, and Philip
Cohen. Also present were EDA Director Gerald Splinter, City Attorney Charlie LeFevere,
Director of Planning and Inspection Ron Warren, Director of Public Works Sy Knapp, and
Council Secretary Peggy McNabb.
APPROVAL OF MINUTES
August 19, 1991 WORK SESSION: AUGUST 26, 1991- EDA SPECIAL SESSION: AND
AUGUST 26, 1991 HRA SPECIAL SESSION
There was a motion by Commissioner Scott and seconded by Commissioner Cohen to
approve the minutes of the August 19, 1991 EDA work session, August 26, 1991 EDA
special session, and August 26, 1991 HRA special session as submitted. The motion passed
unanimously.
PUBLIC HEARING REGARDING THE SALE OF LAND BY THE ECONOMIC
DEVELOPMENT AUTHORITY FOR THE CITY OF BROOKLYN CENTER
The EDA Director requested that the public hearing on the sale of property at 5538 Colfax
Avenue North be continued at the October 21, 1991, EDA meeting. Action taken at the
August 26, 1991, EDA meeting was to schedule a public hearing on the provision of the
proposed sale of this property and to authorize staff to negotiate a purchase agreement on
the property with the buyer, Mr. David Brandvold. He noted, however, there are a couple
of issues staff needs to resolve in the purchase agreement to ensure compliance with the
HUD Community Development Block Grant (CDBG) requirements since the property was
acquired and cleared using CDBG funds. Final approval of the sale will be requested at the
October 21, 1991 EDA meeting.

President Paulson expressed appreciation to the Assistant EDA Coordinator for providing
the Authority members with the map and accompanying table showing the location of all
new single family homes constructed from 1985 to the present, as well as the market values
and names of the builders.
President Paulson opened the meeting for the purpose of a public hearing regarding the sale
of land by the Economic Development Authority for the City of Brooklyn Center at 8:15
p.m. He inquired if there was anyone present who wished to address the Authority. No one
appeared to speak, and he entertained a motion to close the public hearing.
There was a motion by Commissioner Cohen and seconded by Commissioner Rosene to
close the public hearing at 11:01 p.m. The motion passed unanimously.
There was a motion by Commissioner Scott and seconded by Commissioner Pedlar to table
execution of the purchase agreement for the property owned by the EDA at 5538 Colfax
Avenue North for consideration at the October 21, 1991, EDA meeting.
RESOLUTION APPROVING TWO (2) APPLICATIONS FOR REHABILITATION
GRANTS (FILE NOS. H90 AND H91)
The EDA Director presented a resolution approving two (2) applications for rehabilitation
grants (file Nos. H90 and H91).
RESOLUTION NO. 91 -27
Commissioner Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING TWO (2) BROOKLYN CENTER ECONOMIC
DEVELOPMENT AUTHORITY GRANTS (FILE NOS. H90 AND H91)
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Pedlar, and the motion passed unanimously.
DISCUSSION ITEMS
In response to the three session Mini Conferences Brooklyn Center recently sponsored in
conjunction with the 97th National Conference on Governance, Commissioner Cohen
requested staff to provide a list of all the City's committees, commissions, boards,
membership requirements, as well as any additional information needed, in order to move
forward on Brooklyn Center's commitment to promoting and procuring citizen involvement
and participation in City government.
Commissioner Rosene further suggested authorizing funding for providing both food and
any needed child care at meetings of the City's committees, commissions and boards in order
to accommodate and make it easier for citizens to become involved and participate.

Commissioner Pedlar raised a discussion on whether or not the recently appointed members
of the Ad Hoc Communications Committee are required to be Brooklyn Center residents.
The EDA Director felt certain and will confirm there is a provision permitting non resident
members.
In response to the Brooklyn Center City Council's previous discussion of possible dates for
future budget work sessions, Commissioner Scott advised President Paulson she will be out
of town and unable to attend any meetings that may be scheduled for October 17, 1991.
ADJOURNMENT
There was a motion by Commissioner Rosene and seconded by Commissioner Pedlar to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Economic
Development Authority adjourned at 11:10 p.m.
