CALL TO ORDER
The Brooklyn Center Economic Development Authority met in special session and was
called to order by President Todd Paulson at 10:11 p.m.
ROLL CALL
President Todd Paulson, Commissioners Celia Scott, Jerry Pedlar, Dave Rosene, and Philip
Cohen. Also present were EDA Director Gerald Splinter, City Attorney Charlie LeFevere,
EDA Coordinator Brad Hoffman, Director of Planning and Inspection Ron Warren, Finance
Director Paul Holmlund, and Council Secretary Peggy McNabb.
OCTOBER 21, 1991 SPECIAL SESSION
There was a motion by Commissioner Cohen and seconded by Commissioner Scott to
approve the minutes of the October 21, 1991, EDA meeting. The motion passed
unanimously.
NORTH METRO MAYORS SUPER BOWL PROMOTION
The EDA Coordinator presented the North Metro Mayors Association's plan to sponsor a
charity golf event during Super Bowl weekend. The entertaining, fun- filled event will
provide a soft -sell promotion of the northern suburbs to some of the nation's top corporate
decision makers. The intent is to host a well staged event portraying the northern suburbs
as an appealing area for business development, business conferences, and to stay while in
the metropolitan area conducting business.
The event will also provide Minneapolis businesses with an opportunity to entertain their
guests prior to the Super Bowl game. The response has been very positive. After hearing
about the planned event, Tenant Company has requested 12 reservations.

The golfing event will run from Thursday through Sunday morning, and will include a three
hole round of golf outdoors at Edinburgh U.S.A. golf course. The fairways will be lined
with surplus evergreens obtained from local Christmas tree vendors. The fairways will also
include sawdust traps. Six additional holes of golf will be played indoors on donated video
golf machines. Sponsors are being asked to make a contribution to "Success by Six" for
every participant completing all nine holes.
The cost of the event was originally estimated to be $120,000; however, the cost continues
to go down as more and more corporate sponsors are obtained. It appears Coca -Cola will
be the major corporate sponsor, with local developers also picking up part of the costs. The
North Metro Mayors Association and the Tourism Board have each contributed $10,000, and
participating cities are being asked to approve an expenditure of $2,500. Chili's Restaurant
will be providing the food.
The North Metro Mayors Association's goal is to have the event sanctioned as an official
Super Bowl event. The plan has been well received by the Super Bowl Task Force.
Invitations will be mailed out through the National Football League's corporate mailing list.
The mailing list will also provide Brooklyn Center with a significant contact list for future
economic development.
Chrysler Corporation has leased the Heritage Center for a private Super Bowl party. The
EDA is considering a Sunday event with music, and the game being shown on giant screen
T.V.
The EDA Coordinator closed his presentation by advising the Authority that according to
the Super Bowl Task Force, this is the only community- sponsored event being planned in
conjunction with the Super Bowl, and asked the Authority to consider an expenditure of
$2,500 from the EDA fund in order for Brooklyn Center to participate in the North Metro
Mayors Association's Super Bowl Promotion.
Following a brief discussion of the event, there was a motion by Commissioner Scott and
seconded by Commissioner Rosene to approve the $2,500 expenditure for Brooklyn Center
to participate in the North Metro Mayors Association's Super Bowl Promotion Event. The
motion passed unanimously.
EARLE BROWN HERITAGE CENTER CAPITAL IMPROVEMENTS
The EDA Coordinator presented proposed capital improvements /outlay for improved
operation of the Earle Brown Heritage Center. He suggested the proposed
purchases /improvements be part of the Tax Increment Financing District; and further
recommended this be the last capital improvement under the T.I.F. District.

The EDA Coordinator reviewed for the Commission the specific items for purchase and also
the improvements to both the C Barn and two of the small meeting rooms in the basement
of the Hippodrome.
The EDA Coordinator advised the Authority these capital improvements /outlay items were
basically included in the original plan for the Earle Brown Heritage Center. He further
advised the Authority the purpose of his presentation was to provide an overview of the plan
and to obtain some response /direction from the Authority. He will present a resolution for
consideration authorizing the capital improvements /outlay for the Earle Brown Heritage
Center at a future EDA meeting.
The Commission members discussed the various components of the proposal, and asked to
be provided with more specific details on the purchases /improvements as the plan progresses.
Commissioner Pedlar asked the EDA Coordinator to provide the Authority with the
September financial report on the farm, and also a business plan outlining both the meeting
rooms in the Hippodrome and the C Barn, including projected pay -back figures.
Following a brief discussion on the future of the tax increment financing district, President
Paulson asked the EDA Coordinator to formulate some information for the Authority on
the tax increment financing district, including possible amendments and restrictions.
ADJOURNMENT
There was a motion by Commissioner Pedlar and seconded by Commissioner Rosene to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Economic
Development Authority adjourned at 11:00 p.m.
