HomeMy WebLinkAbout1992 10-26 EDAM Special Session MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF MINNESOTA SPECIAL SESSION OCTOBER 26, 1992 CITY HALL CALL TO ORDER The Brooklyn Center Economic Development Authority met in special session and was called to order by President Todd Paulson at 11:30 p.m. ROLL CALL President Todd Paulson, Commissioners Celia Scott, Jerry Pedlar, Dave Rosene and Philip Cohen. Also present were City Manager Gerald Splinter, EDA Coordinator Brad Hoffman, Assistant EDA Coordinator Tom Bublitz, City Attorney Charlie LeFevere and Council Secretary Nancy Berg. APPROVAL OF MINUTES OCTOBER 13. 1992 SPECIAL SESSION There was a motion by Commissioner Scott and seconded by Commissioner Rosene to approve the minutes of the October 13, 1992, EDA meeting. The motion passed unanimously. DISCUSSION ITEMS APARTMENTS LOCATED AT 6525. 6527 AND 6529 WILLOW LANE The City Manager presented the acquisition of Irwin Ketroser's apartment buildings on Willow Lane as a discussion item. The EDA Coordinator informed Council last week Mr. Ketroser asked if the EDA would consider staff's original offer of $335,000. The EDA Coordinator encouraged Council to consider acquiring this property at this price. Commissioner Scott asked the EDA Coordinator to verify the occupancy rate which was listed as 90 percent. The EDA Coordinator answered this was a typo, and he believed the occupancy rate to be 50 to 60 percent. Commissioner Scott asked how large the relocation figure would be. The EDA Coordinator answered he would recommend trying to operate the building for a period of time to try to achieve a lower occupancy rate. -1- 10/26/92 Commissioner Pedlar asked the EDA Coordinator if the relocation costs would be $6,000 per unit. The EDA Coordinator answered yes, the City would be required to pay each tenant 42 months rent plus relocation expenses. The EDA Coordinator also stated the City will be collecting rents which would help offset the cost of relocation. There was a motion by Commissioner Pedlar and seconded by Commissioner Scott to acquire the apartments located at 6525, 6527 and 6529 Willow Lane for $335,000. The motion passed unanimously. Commissioner Cohen asked if a management firm would be hired to handle these buildings. The EDA Coordinator answered, yes, staff will look into it. RESOLUTION The City Manager presented a Resolution Amending Economic Development Authority Resolution Nos. 92 -03 and 92 -22 and to Enter into an A.C.H. Agreement with First of Omaha for Credit Card Sales at the Earle Brown Heritage Center. RESOLUTION NO. 92 -38 Commissioner Cohen introduced the following resolution and moved its adoption: RESOLUTION AMENDING ECONOMIC DEVELOPMENT AUTHORITY RESOLUTION NO.S 92 -03 AND 92 -22 AND TO ENTER INTO AN A.C.H. AGREEMENT WITH FIRST OF OMAHA FOR CREDIT CARD SALES AT THE EARLE BROWN HERITAGE CENTER The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Pedlar, and the motion passed unanimously. ADJOURNMENT There was a motion by Commissioner Rosene and seconded by Commissioner Scott to adjourn the meeting. The motion passed unanimously.
