AUTHORITY OF THE CITY OF BROOKLYN
CENTER IN THE COUNTY OF HENNEPIN AND THE STATE
OF MINNESOTA
REGULAR SESSION
SEPTEMBER 12, 1994

CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in regular session and
was called to order by President Todd Paulson at 8:17 p.m.
ROLL CALL
President Todd Paulson, Commissioners Celia Scott, Dave Rosene, and Barb Kalligher.
Also present were City Manager Gerald Splinter, Director of Public Services Diane Spector,
Finance Director Charlie Hansen, City Attorney Charlie LeFevere, and Council Secretary
Barb Collman. Commissioner Kristen Mann was excused from tonight's meeting.
APPROVAL OF AGENDA AND CONSENT AGENDA
President Paulson inquired if any Commissioner requested any items be removed from the
consent agenda. No requests were made.
There was a motion by Commissioner Scott and seconded by Commissioner Kalligher to
approve the September 12, 1994, EDA. agenda and consent agenda as presented. The
motion passed unanimously.
APPROVAL OF MINUTES
AUGUST 22, 1994, 1994 REGULAR SESSION
There was a motion by Commissioner Scott and seconded by Commissioner Kalligher to
approve the minutes of the August 22, 1994, EDA meeting as printed. The motion passed
unanimously.
RESOLUTIONS
RESOLUTION NO. 94 -39
Commissioner Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION ACCEPTING QUOTATIONS AND AUTHORIZING PRESIDENT AND
EXECUTIVE DIRECTOR TO ENTER INTO CONTRACT FOR DEMOLITION OF
THE EDA OWNED PROPERTIES AT 6933 BROOKLYN BOULEVARD AND 5900
EMERSON AVENUE NORTH
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Barb Kalligher, and the motion passed unanimously.

RESOLUTION NO. 94 -40
Commissioner Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC
DEVELOPMENT AUTHORITY DEFERRED LOAN (FILE NO. 11-123 [8049])
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Barb Kalligher, and the motion passed unanimously.
RESOLUTION NO. 94 -41
Commissioner Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC
DEVELOPMENT AUTHORITY DEFERRED LOAN (FILE NO. H -124 [8050])
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Barb Kalligher, and the motion passed unanimously.
RESOLUTION NO. 94 -42
Commissioner Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC
DEVELOPMENT AUTHORITY DEFERRED LOAN (FIT.. NO. 1-1-125 [8051])
The motion for the adoption of the foregoing resolution was duly seconded '.r.

DISCUSSION ITEM
1995 CITY MANAGER'S PRELIMINARY EDA BUDGET AND PRELIMINARY EDA
PROPERTY TAX LEVY
The City Manager presented a Resolution Requesting the City of Brooklyn Center to Levy
Taxes for the Benefit of the Brooklyn Center Economic Development Authority for the
Year 1995.
RESOLUTION NO. 94 -43
Commissioner Celia Scott introduced the following resolution and moved its adoption:
RESOLUTION REQUESTING THE CITY OF BROOKLYN CENTER TO LEVY
TAXES FOR THE BENEFIT OF THE BROOKLYN CENTER ECONOMIC
DEVELOPMENT AUTHORITY FOR THE YEAR 1995
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Barb Kalligher, and the motion passed unanimously.

The City Manager presented a Resolution Approving the Preliminary Brooklyn Center
Economic Development Authority Budget for the Year 1995 Pursuant to MSA Chapter
469.107, Subdivision 1.
RESOLUTION NO. 94 -44
Commissioner Dave Rosene introduced the following resolution and moved its adoption:
RESOLUTION APPROVING THE PRELIMINARY BROOKLYN CENTER
ECONOMIC DEVELOPMENT AUTHORITY BUDGET FOR THE YEAR 1995
PURSUANT TO MSA CHAPTER 469.107, SUBDIVISION 1
The motion for the adoption of the foregoing resolution was duly seconded by
Commissioner Celia Scott, and the motion passed unanimously.
ADJOURNMENT
There was a motion by Commissioner Scott and seconded by Commissioner Kalligher to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Economic
Development Authority adjourned at 8:19 p.m.
