CALL TO ORDER
The Brooklyn Center Economic Development Authority (EDA) met in regular session and was called
to order by President Myrna Kragness at 8 :35 p.m.
ROLL CALL
President Myrna Kragness, Commissioners Kathleen Carmody, Debra Hilstrom, and Kristen Mann.
Also present were Executive Director Michael J. McCauley, EDA Secretary Brad Hoffman, Assistant
City Manager/Personnel Coordinator Nancy Gohman, Director of Public Services Diane Spector,
Community Development Specialist Tom Bublitz, City Attorney Charlie LeFevere, and Council
Secretary Connie Beckman.
APPROVAL OF AGENDA AND CONSENT AGENDA
A motion by Commissioner Carmody and seconded by Commissioner Mann to approve the
February 12, 1996, agenda and consent agenda with the removal of item 3c passed unanimously.
APPROVAL OF MINUTES
A motion by Commissioner Carmody and seconded by Commissioner Mann to approve minutes of
the January 22, 1996 Regular Session as printed passed unanimously.
RESOLUTION NO. 96 -05
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION DESIGNATING AN ADDITIONAL DEPOSITORY OF EDA FUNDS
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen
Mann and passed unanimously.
RESOLUTION NO. 96 -06
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING SUBMITTAL OF A REQUEST FOR PROPOSAL UNDER THE
1996 MINNESOTA CITY PARTICIPATION PROGRAM
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen
Mann and passed unanimously.

COMMISSION CONSIDERATION ITEMS,
RESOLUTION NO. 96 -07
Commissioner Debra Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION APPROVING A SUPPLEMENTAL DEVELOPMENT AGREEMENT BY AND
AMONG THE CITY OF BROOKLYN CENTER, THE HOUSING AD REDEVELOPMENT
AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER, THE ECONOMIC
DEVELOPMENT AUTHORITY IN AND FOR THE CITY OF BROOKLYN CENTER AND THE
PRESBYTERIAN HOMES HOUSING AND ASSISTED LIVING, INC.
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner
Kathleen Carmody and passed as follows: (yes) Commissioners Carmody and Hilstrom, President
Kragness; (no) Commissioner Mann.
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT.
AUTHORITY DEFERRED LOAN (FILE NO. H -136 '1 80621)
Commissioner Carmody reiterated her desire to look more closely at and consider approval of future
deferred loans at the EDAs April work session.
RESOLUTION NO. 96 -08
Commissioner Debra Hilstrom introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT
AUTHORITY DEFERRED LOAN (FILE NO. H -136 [8062])
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Kristen
Mann and passed unanimously.
RESOLUTION NO. 96 -09
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION APPROVING ONE (1) BROOKLYN CENTER ECONOMIC DEVELOPMENT
AUTHORITY DEFERRED LOAN (FILE NO. H -137 [80631)
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Debra
Hilstrom and passed unanimously.
EDA COMMISSION ACTION PENDING APRIL WORK SESSION
There was a motion by Commissioner Carmody and seconded by Commissioner Mann delaying
fiuther action on any EDA deferred loans pending review at an April work session.
Commissioner Hilstrom inquired whether Commissioner Carmody would be providing specific
information as to her concerns. Commissioner Carmody questioned accomplishment of the intended
task of the deferred loans (i.e. $15,000 for one house), whether this was indeed the best use of funds,

use of funds, or if correct analyzation of which project should receive funds versus another was being
conducted. Theory-wise, Councilmember Carmody agreed with the program, but in actuality she had
questions.
Commissioner Hilstrom inquired whether Commissioner Carmody would also be willing to look into
scattered site property acquisition and corresponding code enforcement of any purchased homes.
Commissioner Carmody agreed and amended the motion at hand accordingly.
A motion by Commissioner Carmody and seconded by Commissioner Mann to delay further action
on any EDA deferred loans including scattered site property acquisition pending completion of an
April 1996, EDA work session passed unanimously.
RESOLUTION AMENDING THE 1995 EDA BUDGET FOR THE PURCHASE OF THE
ATKINS PROPERTY
Commissioner Carmody indicated a desire to look more specifically at EDA funds and which
respective TIF districts they come/came from when reviewing the budget process. The City Manager
responded that this would indeed be included in information to be reviewed by the EDA in the near
future.
RESOLUTION NO. 96 -10
Commissioner Kathleen Carmody introduced the following resolution and moved its adoption:
RESOLUTION AMENDING THE 1995 EDA BUDGET FOR THE PURCHASE OF THE
ATKINS PROPERTY
The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Debra
Hilstrom and passed unanimously.
DISCUSSION REGARDING EARLE BROWN HERITAGE CENTER
Commissioner Hilstrom requested specific information regarding the TIF district where funds for the
Earle Brown Heritage Center are generated be reviewed. The City Manager responded this
information has been slated for discussion.
ADJOURNMENT
A motion by Commissioner Hilstrom and seconded by Commissioner Carmody to adjourn the
meeting at 8:42 p.m. passed unanimously.
