> EARLE BROWN FARM COMMITTEE MEETING
CALL TO ORDER
The Earle Brown Farm Committee meeting was called to order at 7:35 a.m.
ROLL CALL
Dr. Orn, Gil Engdahl, Leone Howe, Sylvia Kenney, Kathy Flesher, Don Peterson and Ron
' Christensen. Also present were City Manager Gerald Splinter, Director of Public
Works Sy Knapp, Administrative Assistants Brad Hoffman and Geralyn Barone and Clerk
Patti Page.
' APPROVAL OF MINUTES - 10-17-85
There was a brief discussion of the October 17, 1985 mintues and Gil Engdahl asked
that the third paragraph from the end be changed to note the intent of his statement.
He stated that what he was actually asking was when will the committee know that it
has reached its goal.
Ron Christensen asked if the staff could foresee a committee being appointed to
oversee the Earle Brown Farm. City Manager Splinter stated that it was hard to
predict at this point.
r Director of Planning and Inspection Ron Warren arrived at 7:140 a.m.
There was a motion by Gil Engdahl and seconded by Ron Christensen to approve the
' minutes of the October 17, 1985 meeting with the change rioted. The motion passed.
DISCUSSION
` Dr. Orn stated that the interview panel had met with the consultants.
' Administrative Assistant Hoffman noted that the panel had chosen Quality Decisions,
Inc. He stated that staff had met yesterday with the consultant and that a survey
will be done in January with a finished product in March. Leone Howe pointed out
that Judy Marshik had attended one the committee meetings and that the interview
panel unanimously choose her firm.
' City Manager Splinter noted that after the City decided to proceed to sell $5.2
million in bonds Ryan became more interested. He added that Ryan has until noon
today to decide if he wants to put forward the $90,000 application fee.
Phil Cohen. arrived at 7:145 p.m.
' City Manager Splinter stated that staff had hired Westwood Engineering to come up
with some plans. He noted that Tim Erkkila, from Westwood, has submitted a plan
showing where the good views of the farm are. City Manager Splinter also stated
that Mr. Erkkila suggested moving Ryan away from the farm and more towards the
' existing building. He noted that Mr. Erkkila feels the water tower is the most
visible part of the farm and that it should be made the focal point. Mr. Erkkila
also believes that a reflective glass building would be best because it reflects
what is around it.
Ron Christensen asked if Ryan would be able to get enough square feet to satisfy him.
City Manager Splinter stated that Ryan will most likely need to expand past the
outline a bit.

CORRECTION
Phil Cohen asked if there were any height limitations for the future commercial
project. City Manager Splinter replied that we are looking at only a one storey
shopping center.
• Phil Cohen then asked if we could move the water tower. City Manager Splinter
stated that it could be moved over by the entrance.
Gil Engdahl aksed what control the City would have over the existing building on the
east. City Manager Splinter replied that the City would have not control but that
even if they were to build on the empty lot we would still have a good view between the
buildings.
Leone Howe asked about the possibility of having a tour of the Farm. City Manager
Splinter noted that in about two weeks Mr. Gustafson will be out of the all the
buildings except the house and that a tour could possibly be set up then.
Director of Planning and Inspection Ron Warren stated that you must go through the
area of Earle Brown Drive and Summit to reach the Farm and that all the other views
are pretty much off-site.
City Manager Splinter stated that Tim Erkkila felt that the first priority was
protecting the original entrance.
Director of Public Works Sy Knapp noted that the Farm was basically hidden from the
highway side and that a graphic should be developed on the Farm so that a sign could
be put along the highway.
City Manager Splinter noted that it is being proposed that Westwood do the site
to improvements for the tax increment district.
Dr. Orn asked what the staff needed from the committee today. City Manager Splinter
replied that staff is asking that the committee concur with what was shown to the
committee today.
Ron Christensen stated he felt that Tim Erkkila's analysis is good for the short
amount of time he has been involved with the project. City Manager Splinter noted
that something will be blocked from view but the question is which view is most
critical.
Phil Cohen asked if it is feasible to construct a building which would be see
through. City Manager Splinter stated that a portion of the building could be done
that way but not the entire building.
Phil Cohen recommended that the concept of Logan Avenue be preserved and that the
view from the south and the southwest also be preserved. It was further noted that
the committee is in favor of terracing, stilts and glass of an appropriate color for
the basic design of Ryan's building so as to maintain visual access and reflect the
environment.
Leone Howe asked if an on-site review of the Farm could be set up for as soon as Mr.
Gustafson is out of the buildings.
A listing of possible uses for the Earle Brown Farm buildings was handed out and City
Manager Splinter asked the committee to please review the list and call Patti Page by
Wednesday with any additions or comments.

Phil Cohen asked if a matrix type report could be done after the listing of potential
uses is complete.
Leone Howe stated that she felt the term senior adult should be used instead of
elderly.
It was noted that the next committee meeting would be on Novenber 14, 1985 unless the
committee was otherwise notified.
