INFORMAL OPEN FORUM WITH CITY COUNCIL CALL TO ORDER 1NFORMAL OPEN FORUM The Brooklyn Center City Council met in Informal Open Forum called to order by Mayor Tim Willson at 6:45 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Kay Lasman, Dan Ryan, and Mark Yelich. Councilmember Tim Roche was absent and excused. Also present were City Manager Curt Boganey, Director of Business Development Gary Eitel, Police Chief Scott Bechthold, City Attorney Charlie LeFevere, and Carla Wirth, TimeSaver Off Site Secretarial, Inc. Mayor Tim Willson opened the meeting for the purpose of Informal Open Forum. No one wished to address the City Council. Councilmember Lasman and Councilmember Ryan seconded to close the Informal Open Forum at 6:46 p.m. Motion passed unanimously. 2. INVOCATION Councilmember Yelich requested a moment of silence and personal reflection as the Invocation. 3. CALL TO ORDER REGULAR BUSINESS MEETING The Brooklyn Center City Council met in Regular Session called to order by Mayor Tim Willson at 7:00 p.m. 4. ROLL CALL Mayor Tim Willson and Councilmembers Kay Lasman, Dan Ryan, and Mark Yelich. Councilmember Tim Roche was absent and excused. APPROVAL OF AGENDA AND CONSENT AGENDA Councilmember Ryan moved and Councilmember Yelich seconded to approve the Agenda and Consent Agenda, as amended, with tabling the Joint Work Session with Financial Commission minutes of July 20, 2009, and the following consent items were approved: 6a. RESOLUTION NO. 2009-88 AUTHORIZING APPROVAL OF THE ISSUANCE OF A PREMISES PERMIT FOR BROOKLYN CENTER LIONS CLUB TO CONDUCT LAWFUL GAMBLING AT CHILITOS MEXICAN GRILL, 2101 FREEWAY BOULEVARD, BROOKLYN CENTER, MINNESOTA 6d. RESOLUTION NO. 2009-89 DECLARING A PUBLIC NUISANCE AND ORDERING THE REMOVAL OF DISEASED TREES Motion passed unanimously. 7. PRESENTATIONS/PROCLAMATIONS/RECOGNITIONS/DONATIONS 7a. ANNUAL REPORT COMMUNITY MEDIATION SERVICES, INC. Beth Bailey-Allen, Executive Director of Community Mediation Services, reported on services rendered to Brooklyn Center, noting that in 2008 there were 92 cases involving 150 residents, 25% of cases were with juveniles, and 27% related to housing mediations. Ms. Bailey-Allen encouraged the use of the referral form, which shifts the burden to their staff to make the contact. Mayor Willson asked if there has been an increase for requests for services in the housing or family areas over two years ago. Ms. Bailey-Allen stated they have seen a decrease in conciliation court referrals because they continue to take budget cuts but have seen an increase in housing and juvenile cases. She advised they have submitted a stimulus grant application to extend services to those of 18-25 years of age. They also hope to increase services to multicultural populations who may be contacting police for disputes. 07/27/09 -3- Councilmember Yelich asked if they could become involved in resolution of administrative fine cases. Ms. Bailey-Allen stated they have not been involved with that type of resolution but are part of a national organization so she could research whether a model is available. Ms. Bailey-Allen advised of the overwhelming response for volunteer mediator training opportunities and commented that the volunteer asset is what carries their organization. She thanked the Council for its historical role and continued partnership. Councilmember Lasman moved and Councilmember Ryan seconded to receive the Community Mediation Services, Inc. annual report. RESOLUTION NO. 2009-90 EXPRESSING APPRECIATION FOR THE DONATION OF MEDTRONIC CORPORATION IN SUPPORT FOR THE EARLE BROWN DAYS FESTIVAL Mr. Boganey stated the purpose of the proposed resolution. Councilmember Lasman moved and Councilmember Yelich seconded to approve RESOLUTION NO. 2009-90 Expressing Appreciation for the Donation of Medtronic Corporation in Support of the 2009 Earle Brown Days Festival. Motion passed unanimously. 7c. RESOLUTION NO. 2009-91 EXPRESSING APPRECIATION FOR THE DONATION OF THE BROOKLYN CENTER LIONS CLUB IN SUPPORT OF THE 2009 HOLLY SUNDAY ACTIVITIES Mr. Boganey stated the purpose of the proposed resolution. Councilmember Yelich moved and Councilmember Ryan seconded to approve RESOLUTION NO. 2009-91 Expressing Appreciation for the Donation of the Brooklyn Center Lions Club in Support of the 2009 Holly Sunday Activities. Councilmember Ryan stated this is but one example of many significant contributions to community efforts by the outstanding Brooklyn Center Lions Club. Motion passed unanimously. 7d. RESOLUTION NO. 2009-92 EXPRESSING APPRECIATION FOR THE DONATION OF THE BROOKLYN CENTER CUB FOODS STORE IN SUPPORT OF THE 2009 EARLE BROWN DAYS FESTIVAL Mr. Boganey stated the purpose of the proposed resolution. 07/27/09 -4- Councilmember Lasman moved and Councilmember Yelich seconded to approve RESOLUTION NO. 2009-92 Expressing Appreciation for the Donation of the Brooklyn Center Cub Foods Store in Support of the 2009 Earle Brown Days FestivaL Motion passed unanimously. 8. PUBLIC HEARING None. 9. PLANNING COMMISSION ITEMS None. 10. COUNCIL CONSIDERATION ITEMS 10a. PROVISIONAL RENTAL DWELLING LICENSE 5301 DUPONT AVENUE NORTH Mr. Boganey introduced the item and discussed the history. Councilmember Yelich moved and Councilmember Lasman seconded to approve a six-month provisional rental dwelling license application and mitigation plan for 5301 Dupont Avenue North. Motion passed unanimously. lOb. RESOLUTION NO. 2009-93 ACCEPTING A DONATION OF LAND (PALMER LAKE PARK MARGARET DITTER PARCEL) Mr. Boganey introduced the item, discussed the history, and explained the purpose of the proposed resolution. Councilmember Yelich moved and Councilmember Ryan seconded to approve RESOLUTION NO. 2009-93 Accepting a Donation of Land (Palmer Lake Park Margaret Ditter Parcel). Motion passed unanimously. 11. COUNCIL REPORT Councilmember Yelich reported on the following: Visit to the Brooklyn Center Farmer's Market, Sunday morning, at the Brookdale Mall, encouraged residents to take advantage of this resource, and thanked staff and Paome Yang for coordinating this event. Councilmember Lasman reported on the following: Encouraged residents to visit the Farmer's Market. July 21, 2009, North Hennepin Services meeting. 07/27/09 -5- The Teen Police Academy at Zanewood Recreation Center scheduled on July 23 and 30 and August 6 and 13, 2009. August 3, 2009, National Night Out Kick Off Party at Central Park, entertainment to be provided, and guests who will attend. August 4, 2009, National Night Out Events and encouraged all to participate. July 15, 2009, Crime Prevention meeting. July 23, 2009, Grandview Neighborhood Park meeting. July 25, 2009, Hoops Fest, a Community Health Event, at the Brooklyn Center High SchooL Councilmember Ryan reported on the following: July 23, 2009, meeting at Grandview Park and the Police Chief's report that violent crime in Brooklyn Center is down, indicating that strategies and extra patrols are having a positive impact and that Neighborhood Watch is playing a significant role as well. Monday, August 3, 2009, National Night Out Kick Off Party, 6-8 p.m., at Central Park, which will be attended by special guests. Tuesday, August 4, 2009, Brooklyn Center will celebrate its 25�' observance of National Night Out and he looks forward to attending as many parties as possible to meet residents. Mayor Willson reported on the following: July 16, 2009, Cable 12 interview for "What's Happening in the Northwest Suburbs." July 21, 2009, available at City Hall during the morning. July 23, 2009, Grandview Neighborhood meeting he attended and the spontaneous round of applause when the Police Chief presented reduced crime statistics. July 30, 2009, noon luncheon event by Brooklyn Center High School to address the topic, "Homeless Youth in Brooklyn Center." 12.
