Call to Order:
Called to order by staff Liaison Armando Oster at 6:35pm
Roll Call:
Staff Liaison Armando Oster called the roll
Present:

Guests:
- City Manager Dr. Reggie Edwards
- OCPHS Director LaToya Turk
- OCPHS Engagement Specialist Christina Jones
- Artist in Residence Raquel Goutierez
- BBAY interns Jasara and Mariah
Approval of the Agenda:
Adoption of the agenda was moved by Staff Liaison Armando Oster and seconded by
commissioners. Motion passed.
Lives and Land Acknowledgement:
Staff Liaison Armando Oster opened the floor for consideration of the Lives and Land
Acknowledgement statement to open Sister Cities commission meetings. Adoption of the
Lives and Land Acknowledgement was moved by Staff Liaison Armando Oster and
seconded by commissioners. Motion passed.
Board Elections:
Staff Liaison Armando Oster opened the floor for consideration of the nomination process
for Chair, Vice-Chair, Secretary, and Treasurer. Commissioner Khan motioned to table
discussion and election process until the next meeting when more commissioners are
present. Motion was seconded by Commissioner Williams. Motion passed.
Updates/New Topics- Establish Annual Calendar
Staff Liaison Armando Oster opened the floor for consideration to establish the annual
calendar for the commission. Consideration was made to not overlap with other scheduled
commission meetings per City Calendar as well as commissioner availability. Meetings
were agreed to and set for the first Tuesday of the month starting in June and ending in
December 2025. Commissioner Williams motioned to approve the schedule and
Commissioner Zeon seconded. Motion to establish the 2025 meeting calendar was
unanimously approved.

Staff Liaison Armando Oster motioned to table this topic until the next meeting due to time
constraints. Motion unanimously approved by commissioners.
Updates/New Topics- 2025 Liberian Independence Day Event and parade July 26, 2025
Staff Liaison Armando Oster motioned to table this topic until the next meeting due to time
constraints. Motion unanimously approved by commissioners.
Updates/New Topics- Inspector General Gregory Coleman February 7, 2025 visit to
City of Brooklyn Center
