APPROVAL OF MINUTES MINUTES OF THE PROCEEDINGS OF THE ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JULY 11, 2005 CITY HALL COUNCIL CHAMBERS The Brooklyn Center Economic Development Authority (EDA) met in Regular Session and was called to order at 9:18 p.m. by President Myrna Kragness. President Myrna Kragness and Commissioners Kathleen Carmody, Kay Lasman, Diane Niesen, and Mary O'Connor. Also present were Acting Executive Director Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, City Attorney Charlie LeFevere, and Deputy City Clerk Maria Rosenbaum. 3. APPROVAL OF AGENDA AND CONSENT AGENDA There was a motion by Commissioner Carmody, seconded by Commissioner Lasman to approve the agenda and consent agenda. Motion passed unanimously. There was a motion by Commissioner Carmody, seconded by Commissioner Lasman to approve the June 27, 2005, Regular Session minutes. Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. RESOLUTION ACCEPTING QUOTATIONS AND AWARDING CONTRACT FOR ENVIRONMENTAL CONSULTING SERVICES REGARDING ASBESTOS AND HAZARDOUS MATERIALS ASSESSMENT AND REMOVAL AT EDA OWNED SITE AT 57 AND LOGAN AVENUES NORTH Acting Executive Director Curt Boganey discussed that two quotes had been received for consulting services to assist the City with the environmental work that is required for the property at 57`" and Logan Avenues North. Legend Technical Services is a company that has provided this service to the City in the past, has done an excellent job, and had submitted the lowest bid. 07/11/05 -1- Commissioner O'Connor questioned informal quotations. Mr. Boganey discussed that be believes there were no set specifications, mailings, public notice in the newspaper, or notifications to potential firms and that staff contacted the firms that the City is familiar with and do this type of business and asked them to submit a proposal for this work. She questioned why the quotes were so different. Mr. Boganey discussed it is his belief that when other firms find out that Legend Technical Services is providing a bid, many others do not try to compete. It seems that Legend Technical Services is extremely efficient. She inquired if the price to Legend Technical Services would be $11,000. Mr. Boganey responded that is a not to exceed amount. She inquired about the extra services payment section in the contract and questioned what those services would be. Mr. Boganey responded that it would be something that was not anticipated and if some work was required that was not anticipated in the proposal that is how the work would be covered. RESOLUTION NO. 2005-12 Commissioner Lasman introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING QUOTATIONS AND AWARDING CONTRACT FOR ENVIRONMENTAL CONSULTING SERVICES REGARDING ASBESTOS AND HAZARDOUS MATERIALS ASSESSMENT AND REMOVAL AT EDA OWNED SITE AT 57 AND LOGAN AVENUES NORTH The motion for the adoption of the foregoing resolution was duly seconded by Commissioner Carmody. Motion passed unanimously. 5. ADJOURNMENT A motion by Commissioner Niesen, seconded by Commissioner Lasman to adjourn the meeting at 9:22 p.m. Motion passed unanimously. Presi nt 07/11/05 -2- 1 1
