The Brooklyn Center Economic Development Authority (EDA) met in Regular Session and was
called to order at 8:42 p.m. by President Myrna Kragness.

IN THE COUNTY OF HENNEPIN AND THE
STATE OF MINNESOTA
REGULAR SESSION
AUGUST 14, 2006
CITY HALL COUNCIL CHAMBERS
President Myrna Kragness, Commissioners Kathleen Carmody, Kay Lasman, Diane Niesen, and
Mary O'Connor. Also present: Executive Director Curt Boganey, Community Development
Specialist Tom Bublitz, City Attorney Charlie LeFevere, and Deputy City Clerk Camille Worley.
3. APPROVAL OF AGENDA AND CONSENT AGENDA
Commissioner Carmody moved and Commissioner Lasman seconded to approve the agenda and
consent agenda with amendments to the May 8, 2006, Regular Session minutes as discussed at
the Study Session, and the following item was approved as amended:

Motion passed unanimously.
4. COMMISSION CONSIDERATION ITEMS
4a. RESOLUTION NO. 2006 -09 APPROVING ENVIRONMENTAL RESPONSE
FUND GRANT AGREEMENT BETWEEN THE BROOKLYN CENTER
ECONOMIC DEVELOPMENT AUTHORITY (EDA) AND HENNEPIN COUNTY
DEPARTMENT OF ENVIRONMENTAL SERVICES
Executive Director Curt Boganey stated the resolution would authorize the Economic
Development Authority to enter into an agreement with the Hennepin County Department of
Environmental Services that would facilitate the Economic Development Authority's ability to
move forward with the necessary plans with respect to the 57 and Logan redevelopment site.
He stated adoption of the resolution is recommended.
Commissioner O'Connor inquired about the $27,000 and $97,000 grants and asked what was
done with the $97,000 grant. She also inquired about the insurance as described in the
memorandum.
Community Development Specialist Tom Bublitz explained that the $97,000 grant is a previous

grant received to do the previous Phase II investigation. He stated the City currently has the
proposed level of insurance, required by Hennepin County. He discussed Tetra Tech's
involvement in the project and stated they were the lowest bidder for one of the two Phase II
investigations.
Commissioner Carmody stated the Economic Development Authority needs to move forward
with the project and stated she would like to see the property back on the tax rolls.
Commissioner Carmody moved and Commissioner Lasman seconded to adopt RESOLUTION
NO. 2006 -09 Approving Environmental Response Fund Grant Agreement Between the Brooklyn
Center Economic Development Authority (EDA) and Hennepin County Department of
Environmental Services.
Motion passed unanimously.
4b. RESOLUTION NO. 2006 -10 APPROVING AGREEMENT BETWEEN THE
BROOKLYN CENTER ECONOMIC DEVELOPMENT AUTHORITY AND
TETRA TECH EM, INC. REGARDING WORK TO BE PERFORMED
PURSUANT TO HENNEPIN COUNTY ENVIRONMENTAL RESPONSE FUND
GRANT AGREEMENT
Commissioner O'Connor inquired about the cost estimate for the revised work plan. Mr. Bublitz
addressed the estimate for the revised work plan and discussed funding that will be available.
There was discussion regarding the amount of money paid to Tetra Tech.
Commissioner Lasman moved and Commissioner Carmody seconded to adopt RESOLUTION
NO. 2006 -10 Approving Agreement Between the Brooklyn Center Economic Development
Authority and Tetra Tech EM, Inc. Regarding Work to be Performed Pursuant to Hennepin
County Environmental Response Fund Grant Agreement.
Motion passed unanimously.
5. ADJOURNMENT
Commissioner Carmody moved and Commissioner Lasman seconded adjournment of the
meeting at 9:26 p.m.
Motion passed unanimously.
