Approval of Agenda and Consent Agenda —The following items are considered to be routine by the Housing and Redevelopment Authority (HR.A) and will be enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. Adjournment HRA Agenda Item No. 3a MINUTES OF THE PROCEEDINGS OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION DECEMBER 10, 2007 CITY HALL COUNCIL CHAMBERS L CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session called to order by Chair Tim Willson at 7:00 p.m. 2. ROLL CALL Chair Tim Willson and Commissioners Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were Executive Director/City Manager Curt Boganey, Assistant to the City Manager Vickie Schleuning, Public Works Director/City Engineer Todd Blomstrom, Community Development Director Gary Eitel, Director of Fiscal and Support Services Dan Jordet, Planning and Zoning Specialist Ron Warren, City Attorney Charlie LeFevere, and Deputy City Clerk Camille Worley. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Lasman moved and Commissioner O' Connor seconded approval of the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. September 10, 2007 Regular Session Motion passed unanimously. 4. COMMISSION CONSIDERATION ITEMS 4a. HRA RESOLUTION NO. 2007-04 ESTABLISHING A FINAL MARKET VALUE LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATION SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2008 4b. HRA RESOLUTION NO. 2007-OS APPROVING THE FINAL BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 DRAFT 12/10/07 1 Executive Directar/City Manager Curt Boganey introduced the item and stated a presentation will be provided to cover all the various budgets and levies discussed throughout:the meetings held this evening. He presented a DVD distributed by the League of Minnesota Cities that provided an overview on property taxes. He presented information on the 2008 Budget Adoption All Funds, Tax Capacity General and Debt Service Fund Levies, and HRA Market Value Levy for property taxes payable in 2008. He discussed the increase in the estimated market value and taxable maxket value. Commissioner Lasman moved and Commissioner Yelich seconded adoption of HRA RESOLUTION NO. 2007-OS Approving the Final budget for the City of Brooklyn Center Housing and Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469. Commissioner O'Connor voted against the same. Motion passed. 6. Agenda Item No. 4a Vemorandum Date: 3 September 2008 To: Curt Boganey_ City Manager From: Daniel )ordet Director of Fiscal Support Services Re: HRA Preliminary Property Tax Levy Attached are copies of proposed resolutions for the Housing and Redevelopment Authority of the City for a property tax levy to be collected in 2009. The amount is calculated by determining .0185% of the taxable market value of the City. This calculation is the maximum established in Chapter 469.033, Subdivision 6 of Minnesota Statutes. The final levy may be lower or higher depending on the final value of taxable market value as determined by the county in December. For 2009 it is ro osed that 385,289 be levied. This is the full amount allowed P p under Minnesota Statutes as calculated above. It is an increase of 83,098 or 27.50% over the Z008 amount. The significant increase in levy is the result of a legislative change in Chapter 469.033 allowing for a larger percentage to be applied to the taxable market value. Prior to the 2008 legislative session the levy was set at 0.0144% of �otal taxable market value. It was raised to 0.0185% in the 2008 legislative session. All proceeds from this property tax levy are transferred to the Economic Development Authority Fund to pay for its annual operations. Meinber introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION ESTABLISHING A PRELIMINARY MARKET VALUE LEVY FOR THE PURPOSE OF DEFR.AYING THE COST OF OPERATION, PROVIDING 1NFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2009 WHEREAS, Minnesota Statutes require that the preliminary property tax levy be provided to the Hennepin County Auditor no later than September 15, 2008, for taxes payable in calendar year 2009. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center, Minnesota that a special tax is hereby levied on all taxable real and personal property within the City of Brooklyn Center at the rate of 0.0185% of the t�able market value of real and personal property situated within the coiporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property t� levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of the City of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001 to 469.047. RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND 17EDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of the City of Brooklyn Cei�ter has considered the preliminary budget for Fiscal Yeax 2009.
