AN ORDINANCE RELATING TO CITY GOVERN GOVERN- MENT; AMENDING SECTION 3.10 OF THE BROOKLYN CENTER CITY CHARTER THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS: Section 1. Upon recommendation ofthe Brooklyn Cen- ter Charter Commission pursuant to Minnesota Statutes, section 410.12, subd. 7, Section 3.10 of the City Charter of the City of Brooklyn Center is hereby amended in the fol- lowing manner: S c ion 3.10. AMEN I MENT AND DINANCES. Every ordinance repealing a previous ordi- nance, section or subdivision thereof shall give the num- ber, if any, and the title of the ordinance to be repealed in whole or in part. No ordinance, section, or subdivision thereof shall be amended by reference to the title alone. Such an amending ordinance shall set forth in full each section or subdivision to be amended and shall indicate new matter by underscoring, and the old matter to be omit- ted, by [enclosing it in brackets] strikethroueh method. In newspaper publication of ordinances, the same indications of omitted and new matter shall be used except that ital- ics or bold -faced type may be substituted for underscoring and omitted matter [may] be printed [in capital letters with parenthesis] using the strikethrough method. Section 2. This Ordinance shall become effective after adoption and upon ninety (90) days following its legal pub- lication, except that if within sixty (60) days after publica- tion a petition requesting a referendum on this ordinance, signed by the number of registered voters of the City re- quired by Minnesota Statutes, section 410.12, subd. 7 is filed with the City Clerk, lhis'ordinance will not be effec- tive until approved by 51% of the voters voting on the ques- tion of its adoption at the special election called by the Council for that purpose. Section 3. On the effective date of this Ordinance, the City Clerk is authorized and directed to file copies of the amendment with the Secretary of State of the State of Min- nesota, the Hennepin County Recorder, and the City Clerk's office together with the certificate required by Min- nesota Statutes, section 410.11.
