There is insufficient time to com- plete the ordinary procedure for introduction and adoption of a city ordinance as required by City Charter Section 3.05 before July 4 in order to be prepared for the increased de- mand and related increased risk associated with the sale and use of consumer fireworks. Section 1. Section 19-403 of the City Ordinances of the City of Brooklyn Center is hereby amended to read: Section 19 -403. SALE AND USE OF FIREWORKS lzliQ- IIIBITED Subdivision 1, Minnesota Statutes Section 624.21 4 is hereby adopted by reference and shall have the same force and effect as though fully set forth herein. Subdivision 2. Fireworks Defined.
