The Assessor's Appraisal Report: 5905 Ewing Ave N. 5. Verification of Certification Form to County Assessor 6. Ad'ourn J i Mr. Steve Schleif 6724 Toledo Ave N. Mr. Schleif attended the Locai Board of Appeal and Equalization on April 30, 2007 to appeal his 2007 estimated market value of $190,100. Mr. Schleif was directed to contact the Assessor's Office to complete an interior review of the property. An interior review was completed on May 4, 2007. Due to no response to a prior assessment notice, the property had been assumed as having 75% basement finish by the Assessor's office. Upon physical review, it was noted that the characteristics would require changes. There were noticeable changes made to the percentage and quality of basement finish. The correction of these characteristics reflected a$10,100 reduction to the estimated market value of $190,100. The corrected characteristics indicate an estimated market value of $180,000. A sales comparable grid has been included in the appraisal report identifying four rambler sales from July, 2006 through February, 2007. These sales are of similar style, size and age to the subject property. All sales have been adjusted to be similar to the subject property. Using four comparable sales, the sales indicate a value range of $177,900 to $183,600. Mr. Schleif submitted a comparative market analysis on April 30, 2007, that he had completed. Of the eleven sold listings, 6345 Quail Ave, 6609 Unity Ave, 5118 Winchester Ln., 6824 Regent Ave and 5218 70 Ave are not considered open market transactions. These transactions are all forced/bank foreclosure sales and are not reflecting a typical market transaction. The six sold listings considered open market have a sale price range from $163,000 to $181,900. A copy of Mr. Schleif's market analysis. has been included with this report. If the owner is not satisfied with the outcome of the Local Board of Appeal they may appeal to the County Board of Appeal and Equalization. 1. A. His concern was the valuation of his home located at 6724 Toledo Avenue North. He felt the 2007 estimated market value of $190,100 did not represent what his property would sell for on the market. Mr. Schleif was informed that he had missed the deadline to be included on the agenda for the 2007 Board of Appeal and Equalization. He was informed that he could still attend as a walk-in. Mr. Schleif did appear as a walk in at the 200? Local Board of Appeal and Equalization and brought with him comparative market anaylsis information. He was directed to schedule an interior review with an appraiser. An appraiser from the Assessor's office reviewed Mr. Schleif's property on May 4, 2007 and made some changes to the characteristics. These changes represented a valuation reduction of $10,100 to the property. It is staffls recommendation to reduce the 2007 estimated market value of $190,100 to $180,000 for taxes payable in 2008. This reduction reflects the most up to date property characteristic information. Mr. Carlson attended the Local Board of Appeal and Equalization on April 30, 2007 to appeal his 2007 estimated market value of $224,000. Mr. Carlson was directed to contact the Assessor's office to complete an interior review of the property. An interior review was completed on May 4, 2007. Characteristics regarding the glazed porches were modified to accurately value these two amenities based on their condition and size. These changes represented a valuation reduction of $6,900 to the property. The changes in characteristics indicate an estimated market value of $217,100. A sales comparable grid has been included in the report identifying three rambler sales from January, 2006 through April, 2006. These sales are of similar style, size and age to the subject property. All sales have been adjusted to be similar to the subject property. The comparable sales indicate a value range from $215,500 to $226,900. Mr. Carlson submitted a copy of an appraisal completed as of October 3, 2006, that indicated a value of $208,000. Mr. Carlson purchased the property from his father November 11, 2006 for $208,000, with $6,240 seller paid points. Mr. Carlson's sale is not considered an open market transaction as it was completed between related parties, and was not listed on the open market. In reviewing the comparable sales, the appraiser adjusted all four comparable properties downward by $5,500 to $6,600 due to seller paid points by the subject property. However, only one of the sales, 5818 Admiral Lane had points listed on the Certificate of Real Estate Value. Financing adjustments are made to the individual parcels to determine a cash equivalent sale price. Charact�eristic adjustments to the comparable sales for comparative analysis occur after a cash equivalent sale price is determined. In the case of the comparables the adjusted sale price should be corrected to the following; 6036 June Ave N., Brooklyn Center $217,500 5818 Admiral Lane N., Brooklyn Center $183,440 3801 57 Avenue N., Brooklyn Center $214,260 3218 Lawrence Rd., Brooklyn Center $209,040 This indicates and adjusted sale price range of comparables of $183,440 to $217,500. Due to the restrictive use of appraisals, a copy of the October 3, 2006 appraisal was not enclosed, but copied for the homeowner to distribute. An appraiser from the Assessor's office reviewed Mr. Carlson's property on May 4` 2007.
