I i I i MEMORANDUM BROOKLYN CENTER AND CITY OF CRYSTAL COUNCIL JOINT MEEETING DATE: May 24, 2007 TO: Brooklyn Center/Crystal City Councils FROM: Curt Boganey, City Man��� SUBJECT: Joint Meetmg Agenda Items COUNCIL ACTION REQUIRED The purpose of the meeting on Monday evening is to enhance relationships between the City Councils and provide an opportunity for brief dialogue on matters of common interest. This agenda has been prepared in collaboration with City Manager Anne Norris. BACKGROUND The idea of a joint meeting was proposed by Mayors Willson and Bowman a few weeks ago as a way of fostering continued positive relations between the local governments and citizens of our two communities. Given the long history and close proximity of the two cities ongoing dialogue and cooperation appeazs essential to our continued success. Recent issues particularly in the area of the Bass Lake Road re-stripping reinforced the need for dialogue and continued cooperation between the two cities. Due to the dinner time of the meeting light refreshments will be provided. COLTNCIL DISCUSSION ISSUES Bass Lake Road Reconfi uration g Hennepin County Transportation Department is considering a street improvement project along County State Aid Highway 10 (Bass Lake Road) extending from Brooklyn Boulevard in Brooklyn Center to County Road 81 in Crystal. Both Councils have reviewed the proposed plans. An Open House has been held. The City of Crystal has adopted the enclosed resolution endorsing the project. I have included a project overview from City Engineer Todd Blomstrom. A representative from Hennepin County Transportation staff will be present and has asked for an opportunity to address the joint Council meeting to explain why the are recommending the project. Deer Management Plan Activities Several years ago the City of Brooklyn Center adopted a deer management plan in response to citizen concerns regarding the abundance of deer in residential neighborhoods. Since many of these deer travel back and forth between Brooklyn Center II I and Crystal, staff will provide a brief overview of the program and explain how cooperation between the two Cities may add value to the program. Trail Systems Crystal Councilmember Grimes wants to discuss possible trail connections between Crysta.l and Brooklyn Center, particularly near MAC Paxk and Regent Avenue. Miscellaneous This item is included to provide an opportunity to discuss any matter that may be of interest to any council member. G:\City ManagerUont meeting.MEM.council items.CRYSTAL.doc City of Brooklyn Center A Millennium Community MEMORANDUM DATE: May 23, 2007 TO: Curt Boganey, City Manager T d m tr ir tor of Public Works FROM: o d Blo s om, D ec SUBJECT: Proposed Lane Reconfiguration Change along County State Aid Highway 10, Bass Lake Road The Hennepin County Transportation Department is considering a street improvement project along County State Aid Highway 10 (Bass Lake Road) extending from Brooklyn Boulevard in Brooklyn Center to County Road 81 in the City of Crystal. A project area map is attached to this memorandum. The proposed project includes the installation of an asphalt overlay pavement surface and reconfiguration of the driving lanes. Hennepin County is considering a ehange in lane configuration as a potential method for reducing the accident rate along County Road 10. The proposed changes would involve re-striping this segment of County Road to convert from a four lane roadway to a road section with one 12-foot wide travel lane in each direction, one continuous 12-foot wide center left turn lane, and 6-foot wide shoulders on both sides of the street. The current design does not include a change in the overall street width. An Open House Informational Meeting was conducted on April 25, 2007 at the Crystal VFVV to provide more information to residents regarding the proposed improvements along Bass Lake Road. Hennepin County, Brooklyn Center and Crystal staff attended the meeting to address questions and receive comments from residents. Residents expressed variable opinions of the proposed 3-lane� road configuration ranging from general support to opposition due to concerns with delays when entering Bass Lake Road from local side streets. After receiving comments from residents at the public meeting, Hennepin County staff ageed to complete additional research on the proposed lane configuration change. The result of this additional research is provided on the attached table summarizing the comparison of operational issues between the existing 4-lane configuration and the proposed 3-lane configuration. Hennepin County staff has agreed to provide a brief overview of the proposed street improvements at the joint Brooklyn Center/Crystal City Council meeting on May 29, 2006.
