HomeMy WebLinkAbout1995-03 04-10 CCOCITY OF BROOKLYN CENTER Notice is hereby given that a public hearing will be held on the 10th day of April, 1995, at 7 p.m. or as soon thereafter as the matter may be heard at the City Hall, 6301 Shingle Creek Parkway, to consider an amendment to Chapter 23 of the City Ordinances regarding secondhand goods dealers and pawnbrokers. Auxiliary aids for persons with disabilities are available upon request at least 96 hours in advance. Please contact the Personnel Coordinator at 569 -3300 to make arrangements. Section 23 -618. RECORDS. ORDINANCE NO. 95 -03 AN ORDINANCE AMENDING CHAPTER 23 OF THE CITY ORDINANCES REGARDING SECONDHAND GOODS DEALERS AND PAWNBROKERS THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER DOES ORDAIN AS FOLLOWS: Section 1. Chapter 23 of the City Ordinances of the City of Brooklyn Center is hereby amended by adding the following: g_ A secondhand goods dealer or pawnbroker must. at the completion of any transaction. make a photographic record of the seller. the identification used. and the transaction receipt using a split image photographic device. A video record of the seller. the identification used. and the transaction receipt may be used in place of a photographic record, provided the video recording device produces a clear image of at least five (5) seconds in duration. All ID's and receipts must be legible when printed and must bear the date of the transaction. The exposed film or video tape used to record these transactions must be retained for a minimum of one year after the date of the last tran .ction recorded. It must be turned over to an authorized Peace Officer. upon demand. at any time during the retention period. Section 2. This ordinance shall be effective after adoption and thirty days following its legal publication. ORDINANCE NO. 95 -03 Adopted this 10th day of April 1995.
