RESOLUTION NO. 2026-066
A RESOLUTION AUTHORIZING THE EXECUTION OF A JOINT POWERS
AGREEMENT BETWEEN THE CITY OF BROOKLYN CENTER AND
HENNPIN COUNTY FOR THE EXP ANDED RESPONSE TEAM
WHEREAS, Minnesota Statutes Section 471.59 authorizes political subdivisions of the State
to enter into Joint Powers Agreements for the joint exercise of powers common to each, and also
authorizes one of the parties to an agreement to exercise powers on behalf of another party; and
WHEREAS, the City of Brooklyn Center (the "City") is a municipal corporation organized
under the laws of the State of Minnesota and its Police Depaiiment is empowered to provide general
and emergency public services in a manner that suppmis and protects the physical, mental, and
behavioral health of individuals within the City; and
WHEREAS, the City of Brooklyn Center and the County of Hennepin, State of Minnesota
on behalf of its Human Services and Public Health Depaiiment and on behalf of its Sheriffs Office
have collaborated in efforts to provide general and emergency public services, including response to
non-emergency calls, ("911 call(s)") that support and protect the physical, mental and behavioral
health of individuals in Brooklyn Center; and
WHEREAS, the Parties desire to continue the expanded response pilot program to serve
low-risk 911 calls related to mental/behavioral health, substance use, and/or low-level crime in a
manner that most effectively and efficiently supports and protects the physical, mental, and
behavioral health of individuals in Brooklyn Center, subject to the terms and conditions of this
Agreement; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brooklyn
Center, Minnesota, as follows:
1.The City Council approves the attached Joint Powers Agreement between the City of
Brooklyn Center and Hennepin County for the Expanded Response Team Services.
2.The City Manager is authorized to execute the Joint Powers Agreement on behalf of the City
of Brooklyn Center.
3.The City Manager and City Attorney are authorized to approve and execute any non
substantive revisions necessary to finalize the agreement, provided such revisions do not
materially alter the rights or obligations of the City.
