Approval of Agenda and Consent Agenda —The following items are considered to be routine by the Housing and Redevelopment Authority (HRA) and will be enacted by one motion. There will be no separate discussion of these items unless a Commissioner so requests, in which event the item will be removed from the consent agenda and considered at the end of Commission Consideration Items. a. CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session called to order by Chair Tim Willson at 7:03 p.m. 2. ROLL CALL Chair Tim Willson and Commissioners Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were Executive Director/City Manager Curt Boganey, Assistant to the City Manager Vickie Schleuning, Director of Fiscal Support Services Dan Jordet, Public Works Director/City Engineer Steve Lillehaug, Community Development Director Gary Eitel, Planning and Zoning Specialist Ron Warren, Police Chief Scott Bechthold, City Attorney Charlie LeFevere, and Cazol Hamer, TimeSaver Off Site Secretarial, Inc. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Lasman moved and Commissioner Ryan seconded approval of the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. September 8, 2008 Regular Session Commissioner Yelich moved and Commissioner Ryan seconded to amend the motion to insert the Pledge of Allegiance at this point in the agenda. Motion passed unanimously. 3b. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. 4. COMMISSION CONSIDERATION ITEMS 4a. PRELIMINARY MARKET VALUE LEVY AND BUDGET RESOLUTIONS 1. RESOLUTION NO. 2008-03 ESTABLISHING A FINAL PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND 12/08/08 -1- DRAFT RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2009 Mr. Boganey introduced the item and stated there are related items included on the HR.A, EDA, and City Council meeting agendas. Mr. Jordet will provide a presentation on all of the levies and budgets at this time, rather than to go through the presentations at each meeting. Following the presentation, staff requests that the Council act on the appropriate levy and the appropriate budget for each meeting. Mr. Jordet provided a presentation on the City of Brooklyn Center 2009 Budget and Property Tax Levies. Commissioner O'Connor voted against the same. Motion passed. 2. RESOLUTION NO. 2008-04 APPROVING THE FINAL BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 Councilmember Lasman moved and Councilmember Yelich seconded adoption of HRA RESOLUTION NO. 2008-04 Approving the Final Budget for the City of Brooklyn Center Housing and Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469. Commissioner O'Connor voted against the same. Motion passed. 5. ADJOURNMENT Commissioner Lasman moved and Commissioner Ryan seconded adjournment of the Housing and Redevelopment Authority meeting at 7:23 p.m. Motion passed unanimously. 12/08/08 -2- DRAFT i HRA Agenda Item No. 4a r emora nd u m Date: 9 September 2009 To: CurtBoganey City Manager From: Daniel Jordet Director of Fiscal Support Services Re: HRA Preliminary Property Tax Levy an udget Attached are proposed resolutions for the Housing and Redevelopment Authority of the City for a property tax levy to be collected in 2009. The amount is calculated by determining .0185% of the taxable market value of the City. This calculation is the maximum established in Chapter 469.033, Subdivision 6 of Minnesota Statutes. The final levy may be lower or higher depending on the final value of taxable market value as determined by the county in December. For 2010, it is proposed that 349,745 be levied. This is the full amount allowed under Minnesota Statutes as calculated above. It is a decrease of 35,544 or 9.22% from the 2009 amount. The decreased levy is the result of lower Taxable Market Value in Brooklyn Center for the 2010 calculation. Preliminary numbers indicate a drop from 2.07 billion to 1.89 billion in total Taxable Market Value. The largest decrease was in residential property value category from 1.46 billion to 1.28 billion. All proceeds from this property tax levy are transferred to the Economic Development Authority Fund to pay for its annual operations. I Member introduced the following resolution and moved its adoption: HRA RESOLUTION NO. RESOLUTION ESTABLISHING A PRELIMINARY MARKET VALUE LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2010 WHEREAS, Minnesota Sta.tutes require that the preliminary properiy tax levy be provided to the Hennepin County Auditor no later than September 15, 2009, for t�es payable in calendar year 2010. NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Brooklyn Center, Minnesota that a special tax is hereby levied on all t�able real and personal property within the City of Brooklyn Center at the rate of 0.0185% of the taxable market value of real and personal property situated within the corporate limits of the City of Brooklyn Center that is not exempted by law. BE IT FURTHER RESOLVED that the property tax levied under this resolution be used for the operations and activities of the Housing and Redevelopment Authority of the City of Brooklyn Center pursuant to Minnesota Statutes Chapter 469.001 to 469.047. RESOLUTION APPROVING THE PRELIMINARY BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 WHEREAS, the Housing and Redevelopment Authority of City of Brooklyn Center has considered the preliminary budget for Fiscal Year 2010.
