CALL TO ORDER The Brooklyn Center Housing and Redevelopment Authority (HRA) met in Regular Session called to order by Chair Tim Willson at 7:03 p.m. 2. ROLL CALL Chair Tim Willson and Commissioners Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were Executive Director/City Manager Curt Boganey, Assistant to the City Manager Vickie Schleuning, Director of Fiscal Support Services Dan Jordet, Public Works Director/City Engineer Steve Lillehaug, Community Development Director Gary Eitel, Planning and Zoning Specialist Ron Warren, Police Chief Scott Bechthold, City Attorney Charlie LeFevere, and Carol Hamer, TimeSaver Off Site Secretarial, Inc. 3. APPROVAL OF AGENDA AND CONSENT AGENDA Commissioner Lasman moved and Commissioner Ryan seconded approval of the Agenda and Consent Agenda, and the following item was approved: 3a. APPROVAL OF MINUTES 1. September 8, 2008 Regular Session Commissioner Yelich moved and Commissioner Ryan seconded to amend the motion to insert the Pledge of Allegiance at this point in the agenda. Motion passed unanimously. 3b. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. 4. COMMISSION CONSIDERATION ITEMS 4a. PRELIMINARY MARKET VALUE LEVY AND BUDGET RESOLUTIONS 1. RESOLUTION NO. 2008-03 ESTABLISHING A FINAL PROPERTY TAX LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PROVIDING INFORMATIONAL SERVICES AND 12/08/08 -1- RELOCATION ASSISTANCE PURSUANT TO THE PROVISIONS OF MINNESOTA STATUTES CHAPTER 469.033 FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY FOR FISCAL YEAR 2009 Mr. Boganey introduced the item and stated there are related items included on the HRA, EDA, and City Council meeting agendas. Mr. Jordet will provide a presentation on all of the levies and budgets at this time, rather than to go through the presentations at each meeting. Following the presentation, staff requests that the Council act on the appropriate levy and the appropriate budget for each meeting. Mr. Jordet provided a presentation on the City of Brooklyn Center 2009 Budget and Property Tax Levies. The presentation included the following information: 2009 Budget Goals 2009 General Fund Overview Highlights Debt Service Funds Utility Funds 2009 Proposed Property Tax Levy Commissioner Lasman moved and Commissioner Ryan seconded adoption of HRA RESOLUTION NO. 2008-03 Establishing a Final Property Tax Levy for the Purpose of Defraying the Cost of Operation, Providing Informational Services and Relocation Assistance Pursuant to the Provisions of Minnesota Statutes Chapter 469.033 for the City of Brooklyn Center Housing and Redevelopment Authority for Fiscal Year 2009. Commissioner O'Connor voted against the same. Motion passed. 2. RESOLUTION NO. 2008-04 APPROVING THE FINAL BUDGET FOR THE CITY OF BROOKLYN CENTER HOUSING AND REDEVELOPMENT AUTHORITY PURSUANT TO MINNESOTA STATUTES CHAPTER 469 Councilmember Lasman moved and Councilmember Yelich seconded adoption of HRA RESOLUTION NO. 2008-04 Approving the Final Budget for the City of Brooklyn Center Housing and Redevelopment Authority Pursuant to Minnesota Statutes Chapter 469. Commissioner O'Connor voted against the same. Motion passed. 5. ADJOURNMENT Commissioner Lasman moved and Commissioner Ryan seconded adjournment of the Housing and Redevelopment Authority meeting at 7:23 p.m. Motion passed unanimously. 12/08/08 -2- STATE OF MINNESOTA) COLTNTY OF HENNEPIN) ss. Certification of Minutes CITY OF BROOKLYN CENTER) The undersigned, being the duly qualified and appointed Secretary of the Housing and Redevelopment Authority (HRA) of the City of Brooklyn Center, Minnesota, certifies: 1. That attached hereto is a full, true, and complete transcript of the minutes of a Regular Session of the Housing and Redevelopment Authority (HRA) of the City of Brooklyn Center held on December 8, 2008. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
