HomeMy WebLinkAbout1991 10-28 FTFM• MINUTES OF THE PROCEEDINGS OF THE FINANCIAL TASK FORCE OF THE CITY OF BROOKLYN CENTER OCTOBER 28, 1991 CITY HALL CALL TO ORDER Chair Kelly convened the meeting at 7:01 p.m. in the City Council Chambers. $QLL CALL Chair Kelly, Members Escher, Boran, Kanatz and Christensen. Members absent and excused were Peppin, Boyd and Pedlar. Other presents were City Manager Splinter, Finance Director Holmlund, Police Chief Lindsay and Captains Downer and Kline. Finance Director Holmlund presented the 1992 City Manager's proposed budget. He explained the preliminary proposed budget which the Task Force received was out of balance by $450,000 and the final City Manager's proposed budget made additional cuts in expenditures additions in revenue amounting to $145,000 and proposed to use approximately $307,000 out of fund balance to balance the proposed 1992 budget. Finance Director Holmlund went through a detailed presentation in which he described significant losses of state aid funding in the area of 16% plus various other losses in revenue from fines and fees and other sources which coupled with no revenue flexibility in other areas result in a budget which eliminates five full time positions, two with incumbents in them. Member Boran and others expressed concern about the use of fund balance to supplant operating revenue. Manager Splinter stated he recommended the use of fund balance because he believed favorable budget performance would provide that amount of money in 1992 ($307,000) so as most all of the proposed fund balance use would not be required. Member Boran and other inquired as to the status of the drafting of the Financial Policy and Finance Director Holmlund informed them the policy had been drafted, was in the final stages of review by our financial advisors and within the next two weeks would be available to the Financial Task Force for review. Police Chief Lindsay and Captains Downer and Kline completed the presentation on Police Department structure and activity covering the following areas: canine unit, domestic intervention program, investigation function, clerical and administrative function and crime statistics analysis. Chair Kelly with concurrence of members present established the next meeting of the Financial Task Force as November 12, 1991, at 7 p.m. Being no further business, Chair Kelly adjourned the meeting at 9:49 p.m. 0 10-28-91 -1-
