HomeMy WebLinkAbout1991 10-16 FTFM0 MINUTES OF THE PROCEEDINGS OF THE FINANCIAL TASK FORCE OF THE CITY OF BROOKLYN CENTER OCTOBER 16, 1991 CALL TO ORDER Chairperson Kelly called the meeting to order at 7:03 p.m. at the Tack Room B of the Earle Brown Center. ROLL CALL Chairperson Kelly, members Boyd, Peppin, Christensen, and Council Liasion Pedlar. Also present were City Manager Gerald Splinter, Finance Director Paul Holmlund, Police Chief Jim Lindsay, and Captains Scott Kline and Joel Downer. Absent: Escher, Kanatz, and Boran. By recommendation of the Manager Splinter, the Task Force agreed to allot all the time of the evening to the police department for their presentation and reserve the next Task Force meeting for the wrapup of the police presentation and the 1992 final proposed budget. Chief Lindsay, Captains Downer and Kline, made a series of presentations regarding the police department and its activities covering the following areas: Brooklyn Center police department • early history, history and role of the captain's position, history and role of the sergeant's position, history and role of the police officer's position, history and role of the dispatcher/ clerical positions, history and role of the code enforcement and cadet position's, police department community service orientation, background on the C.O.P. program (community oriented police) and organizational and statistical charts and information. As each portion of the presentation was covered, handouts were given to the members for their information. Chair Kelly requested those members absent be provided with the same information. Manager Splinter said packets were already prepared for distribution, and it would be delivered to the absent members. During the presentation, members of the commission asked questions about various aspects of the police activity and expressed interest in the next meeting to be able to review the materials presented and ask further questions in the area of police crime statistics and what areas could be considered for reduction of activity and what areas were mandated. Task Force members requested information from the Manager Splinter regarding the timing of budget work sessions and hearings and asked Manager Splinter to distribute the monthly calendars for October, November, and December containing Council meetings and Task Force meetings. Manager Splinter stated he would distribute the calendar and the original meeting schedule adopted by the Task Force called for setting November meetings in conjunction with or coordinated with Council budget sessions. The next Task Force meeting • scheduled for October 28, 1991, should be the session when the November meetings are finalized. Chair Kelly adjourned the meeting at 9:35 p.m.
