HomeMy WebLinkAbout1991 07-29 FTFMBROOKLYN CENTER FINANCIAL TASK FORCE JULY 29, 1991 Chair Kelly opened the meeting at 7:05 p.m. with an introduction of members and those members present were: Chair Dennis Kelly, Members Donn Escher, Ulyssess Boyd, Viola Kanatz, Ron Christensen, and Greg Peppin; (Member Pat Boran•was unable to attend.) Others present at the meeting were: Mayor Todd Paulson, Councilmembers Dave Rosene, Jerry Pedlar, and Philip Cohen, City Manager Gerald Splinter, and Finance Director Paul Holmlund. Mayor Paulson thanked the members for volunteering to serve on this important committee. He stated it is difficult for the Council to look at all the decisions in the budget, and it would be important to have this type of citizen input into the budget and a long range financial picture. Other Councilmembers present stated they encouraged the members to get acquainted with the City, services and financial atmosphere, and should look at demographics, investigate sources of revenue, analyze functions, staffing, and prioritize recommendations and suggestions. Chair Kelly asked each of the members to briefly give their thoughts on approaches the committee could use and all members present responded. After discussion, the members agreed on a general outline of the process they would follow: 1) The first . 46 task is one of education and information gathering. 2) Analysis of the information gathered. 3) Decide upon the extent of public input. 4) Report writing. The committee concurred they would possibly review and recommend to the Council on the basis of short-term and long-term goals. The Task Force process could well extend past the end of 1991. Chair Kelly suggested and the members agreed, at least to the short-term recommendations relating to the 1992 budget report, it should be given to the Council by November 1, 1991. The committee agreed to schedule meetings twice a month on the Monday evenings the Council does not meet. The first meeting will be August 19, 1991. Chair Kelly asked and the City Manager agreed, the August 19, 1991, meeting would review the City services listing with the addition of full-time equivalent employee data. At the next following meeting, financial and cost data would be added to the service list. The City Manager stated additional detailed information such as budgets, annual reports, audit reports, etc. were available if the individual commission members wished them. If any of the members had any questions or messages, the City Manager stated his direct dial phone number was 569-3309. This number has the capability of leaving after hours and weekend messages on a recording system. If any of the members believed they needed additional detailed information or reports, they should contact the City Manager directly. Chair Kelly adjourned the meeting at approximately 8:45 p.m.
