NOVEMBER 18, 2008

CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Steve Landis at 7:00
p.m.
ROLL CALL
Chair Steve Landis, Commissioners Michael Johnson, Gretchen Knutson, Judy Thorbus and Joshua
Xiong. Also present were Council Liaison Mary O'Connor, Dave Hagen from Loucks and
Associates and Community Development Specialist Tom Bublitz. Commissioner Kris Lawrence-
Anderson was absent and excused.
APPROVAL OF AGENDA
There was a motion by Commissioner Johnson and seconded by Commissioner Xiong to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES
The October 21, 2008 minutes were deferred to the December Housing Commission meeting.
CHAIRPERSONS REPORT
Commissioner Landis did not have a report for the meeting.
COUNCIL LIAISON REPORT
Councilmember O'Connor reviewed numerous items discussed at previous City Council meetings
including Random Acts of Kindness Day, Hwy 610 completion, proposed ordinance regarding motor
vehicle sales in the city setting forth requirements, graffiti ordinance, vacant building ordinance,
ordinance regarding inspections and resolution regarding city adoption of a new state law on the 4d
program, requiring those properties classified as 4d participate in the Crime Free Multi-Housing
Program, staff report on the 57th and Logan project and changes taking place at the Earle Brown
Heritage including the use of the D Ba�n for a Day Spa associated with the new Embassy Suites
HoteL
Councilmember O'Connor informed commission members that the Truth in Taxation hearing for the
City would be held on December l.
REVIEW ORDINANCES APPROVED AT NOVEMBER 10, 2008 CITY COUNCIL
MEETING.
Chairperson Landis noted that these were information items and suggested that the Housing

Commission move to No. 8 on the agenda.
UPDATE ON COMPREHENSIVE PLAN
Dave Hagen, with Loucks Associates, the Planning Consultant assisting the City with the 2030
Comp Plan, explained he had prepared a PowerPoint for this meeting to review certain data that
were relevant to housing issues in the city. With regard to the status of the Comp Plan, Mr. Hagen
pointed out two neighborhood meetings have been corrducted on the Comp Plan. The direction from
the City Council is to distribute the draft of the Comp Plan in late November or early Deeember to
obtain comments from neighboring cities and other agencies and Commissions. He noted that three
components of the Comp Plan are already on the City's website under "2030 Comp Plan". Mr.
Hagen reviewed his PowerPoint presentation for the Housing Commission which included a review
of the general contents of the Comprehensive Plan the Metropolitan Land Use planning Act, which
requires the Comp Plan update and the following statistical charts:
Population and Household Change
Age Distribution
Household and Family Status
Poverty Level
Jobs in Brooklyn Center
Occupational Distribution of Employed Residents
Racial Composition
Housing Type, 2008
Housing Tenure, 1980-2000
Year Housing Built by Tenure
Age of Housing Stock
2008 Housing Building Structure Type
Owner Occupied Housing Values 1980-2000
2008 Owner Occupied Assessed Value
Affordable Single Family Housing Stock
July 2007- July 2008 Housing Sales
Value of Single Family Housing
Planning Issues
Land Use Plan
Commission members discussed the presentation and several Commission members expressed a
concern that the housing suggested for Brooklyn Boulevard, shown in the presentation, may create
certain problems. It was noted that Brooklyn Boulevard is a thoroughfare and putting housing on
Brooklyn Boulevard would impede the flow of traffic and perhaps discourage traffic that supports
businesses on Brooklyn Boulevard.
There was a conse�sus of Commission members that new housing along Brooklyn Boulevard would
not be a good idea.
Chairperson Landis noted that the changes to Brooklyn Boulevard entail a long term project and he

would like the Housing Commission to have more input on this discussion and overall on the Comp
Plan, specifically on the housing element.
The Commission members discussed the Commission's involvement in the Comp Plan and
expressed a concern that the Housing Commission be involved in housing decisions, including the
Comp Plan, in a meaningful way.
OTHER B USINESS
There was no other business addressed by the Commission.
ADJOURNMENT
There was a motion by Chairperson Landis and seconded by Commissioner Thorbus to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission adjourned
at 8:40 p.m.
