HomeMy WebLinkAbout2009 03-17 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING CONIlVIISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND STATE OF NIINNESOTA REGULAR SESSION MARCH 17, 2009 COUNCIL CONIlVIISSION ROOM CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Chairperson Landis at 7:00 p.m. ROLL CALL Chair Steve Landis, Commissioners Kathy Amdahl, Kris Lawrence-Anderson, Jim Richards and Judy Thorbus. Also present were Council Liaison Tim Roche, Director of Business and Development Gary Eitel and EDA/HRA Specialist Tom Bublitz. Commissioner Gretchen Knutson was absent and excused from the meeting. Commissioner Joshua Xiong was absent from the meeting. APPROVAL OF AGENDA There was a motion by Commissioner Lawrence Anderson and seconded by Commissioner Thorbus to approve the agenda as submitted. The motion passed. APPROVAL OF MINUTES FEBRUARY l7, 2009 There was a motion by Commissioner Lawrence-Anderson and seconded by Commissioner Thorbus to approve the minutes of the February 17, 2009 Housing Commission meeting. The motion passed. CHAIRPERSONS REPORT Chairperson Landis noted that he would forego his Chair's report in lieu of moving directly to the discussion of the 2030 Comprehensive Plan draft. Chairperson Landis recognized Mr. Brett Hildreth who introduced himself noting that he was a former Brooklyn Center resident and owns rental property in the city. Mr. Hildreth was at the meeting to review the Lyndale area between 53 and 57�' with regard to the 2030 Comprehensive Plan. Mr. Hildreth expressed support for the language in the 2020 Comprehensive Plan which addressed the potential for redevelopment along Lyndale between 53 and 57�' and stated that he would like to see this area recognized in a similar fashion in the 2030 Comprehensive Plan. Commission Members reviewed various elements of the 2030 Comprehensive Plan draft including Figure 2.1 Planning Issues which shows the 57`� Avenue area between Logan and the river and continuing south along Lyndale as a"corridor opportunity". Mr. Hildreth a ain ointed out that PP P J P g g g g P some of the 2020 Comprehensive Plan language did not carry over to the 2030 Comprehensive Plan and that the Lyndale Avenue area does not really show up at all in the text. He pointed out that Figure 2-2, the land use plan, does not highlight the Lyndale area at all and that Page 2-9 in the 2030 draft plan does mention redevelopment of properties along Lyndale capitalizing on views of the Mississippi River but not to the extent of the 2020 Comprehensive Plan. Mr. Hildreth reviewed the 50 year plan prepared by the City of Minneapolis titled ,"Above the Falls", which includes land along the west bank of the Mississippi River extending from downtown to 43 Avenue North. Chairperson Landis thanked Mr. Hildreth for his information and added that he would give consideration to Mr. Hildreth's input and suggestions with regard to the 2030 Comprehensive Plan. COUNCIL LIAISON REPORT Councilmember Roche encouraged Housing Commission Members to look at the city website relative to the new housing loan programs for foreclosed properties. He also briefly discussed the Council retreat and the community survey done by Decision Resources noting that the top issues were crime, redevelopment and Brookdale. Commissioner Thorbus inquired as to whether the Housing Commission could receive a copy of the survey and Councilmember Roche stated he would make a request for this. I i STAFF UPDATE ON VACANT/FORECLOSED PROPERTIES The EDA/HRA Specialist reported that as of March 16, 2009, there are approximately 335 vacant properties which do not include pending sales, properties in foreclosure but in the redemption stage, snow birds, and persons residing in nursing homes. He noted that if all the vacant properties were counted the total would be 420. He also pointed out that 50 properties are registered as vacant properties with the city to date. With regard to foreclosures, there have been 735 in the past 16 months and active foreclosures as of March 17, 2009 total approximately 532 to 550. REVIEW AND DISCUSSION OF 2030 COMP PLAN DRAFT Chairperson Landis noted several documents submitted to the Housing Commission for assistance in reviewing the 2030 Comp Plan including the draft Comp Plan, 1989 Maxfield Housing Report, the Brooklyn Boulevard Study and the January 28 and March 17, 2009 review of Brooklyn Center 2030 Comprehensive Plan which had been prepared by the Housing Commission Chair in conjunction with the Housing Commission Members. The Commission's review of the 2030 Comp Plan focused on the outline provided in the March 17, 2009 review of the Brooklyn Center 2030 Comprehensive Plan. Page 2 3-17-09 Several areas were discussed b Commission Members including: Y Brookdale Area discussion involving mixed use redevelopment creating high value housing and a viable destination with green space, consideration of a corporate use for the Brookdale site and the future use of the Mall structure. Consideration of increased housing footprint for Opportunity Site area. Consideration of elimination of housing reference regarding 57�' and Logan area relative to the housing plan. Brooklyn Boulevard corridor including elimination of R-1 housing and the possible need to do another Brooklyn Boulevard study, which would include working with Hennepin County. Traffic flow on 100 to 94 west consisting of providing a westerly access from 100 to 94, thereby easing traffic on Brooklyn Boulevard. Consideration of incorporating Mr. Brett Hildreth's language into the 2030 draft Comprehensive Plan relative to Lyndale Avenue area between 53 and 57'�. The Housing Commission discussed preparation of information to be discussed at the March 26, 2009 joint meeting with the Planning Commission. It was decided that if Housing Commission Members had additional input regarding the 2030 Comp Plan, they should forward their comments to Chairperson Landis as he prepares a summary of discussion items for the March 26 meeting. OTHER B USINESS There was no other business addressed by the Commission. ADJOURNMENT There was a motion by Chairperson Landis and seconded by Commissioner Thorbus to adjourn the meeting.
