MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE
CITY OF BROOKLYN CENTER IN THE
COUNTY OF HENNEPIN AND STATE OFMINNESOTA
REGULAR SESSION
FEBRUARY 20, 2007
COUNCIL COMMISSION ROOM
CALL TO ORDER
The Brooklyn Center Housing Commission was called to order by Chairperson Thorbus at 7:00
p.m.
ROLL CALL
Chairperson Judy Thorbus, Commissioners Michael Johnson, Kara Kuykendall, Yolanda Lee,
Kris Lawrence-Anderson and Joshua Xiong. Also present were Council Liaison Dan Ryan and
Community Development Specialist Tom Bublitz.
APPROVAL OFAGENDA
There was a motion by Commissioner Lawrence-Anderson and seconded by Commissioner
Kuykendall to approve the agenda as submitted. The motion passed.
APPRO VAL OF MINUTES JANUARY 16, 2007
There was a motion by Commissioner Lawrence-Anderson and seconded by Commissione
Johnson to approve the minutes of the January 16, 2007 Housing Commission meeting.
The motion passed.
CHAIRPERSONS REPORT
Chairperson Thorbus noted that she was out of town and did not have time to complete the
nomination for Councilmember Yelich for the City's 96 Anniversary Celebration.
COUNCIL LIAISONREPOT
Councilmember Ryan stated he had no specific report except to note that he had initiated the
Point of Sale information request for this evening's meeting.
DISCUSSION OF HOUSING COMMISSIDN'S PAST CONSIDERSATION OF POINT OF
SALE ORDINANCE
The Community Development Specialist explained he had compiled information covering a two
year span of time relative to the most recent consideration of a Time of Sale ordinance by the
Housing Commission and City CounciL
Commissioner Kuykendall commented that Minneapolis homeowners cannot list homes until
their truth in housing report is done and that she thinks if the City of Brooklyn Center enacts a
program, the City should require it be done prior to listing the home.
Commissioner Lee expressed a concern for the deterioration of homes in the city and with
providing attractive homes and neighborhoods for potential buyers coming to the city. She also

stated that a Time of Sale program needs to be presented in a way that is non-intrusive for
homeowners.
Councilmember Ryan explained that Councilmember Yelich's comments focused on looking at a
Time of Sale ordinance as a tool to preserve the city's housing stock. He added that if the
Commission believes it is worthy of consideration, the Commission should look at it as a tool to
preserve housing stock along with other ideas.
Commissioner Kuykendall suggested that the Commission take the months of February and
March to review the material received in their February packets and to talk to neighbors
regarding their comments. In response, Councilmember Ryan suggested that the Commission
needs to have a solid outline when we speak to people about point of sale to get a meaningful
response.
Commissioner Lee stated she would like to get the perspective from cities that have these
ordinances already and Commissioner Kuykendall stated she would volunteer to contact a couple
of the cities.
Commission members continued to discuss how to proceed with the analysis of Point of Sa1e and
continued their discussion on the Housing Commission's and City's past consideration of Point
of Sale.
Commissioner Lee stated she believes Point of Sale should be framed as a positive, an
opportunity for a new buyer to purchase a safe home.
Commissioner Lawrence Anderson suggested that the Housing Commission needs to further
discuss where it stands on the issue and that she is in favor of pursuing and reviewing the issue at
next month's meeting. There was a general consensus of Commission members to agree to
move forward with the discussion of Point of Sale and to educate themselves about these types of
ordinances.
Commissioner Lee stated she does have some concerns about how such an ordinance would be
moved forward and why. Councilmember Ryan pointed out that to date, the Point of Sale
ordinance has only been reviewed by the Council at a work session and has not been reviewed at
a regular City Council meeting.
Commissioner Lawrence Anderson stated that the Commission has done research in the past and
presented it to the City Council and it has sometimes been rejected. She added it is helpful to
have some sense of the Council's interest and support prior to beginning a project. The Housing
Commission agreed to continue its discussion of Time of Sale at the next meeting focusing on
the materials presented in the February packets.
OTHER BUSINESS
Commissioner Lawrence Anderson stated that she would like to receive some update on how
the provisional license program is going. The Community Development Specialist stated he
would try and obtain data from the Police Department for next month's meeting.

There was no other business addressed by the Commission.
ADJOURNMENT
There was a motion by Commissioner Lawrence Anderson and seconded by Commissioner
Lee to adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission
adjourned at 8:45 p.m.
