WHEREAS, the housing sit�iation in�Brookly.n Center has reached a point in i'ts
development wluch requires a concentrated e,ffort in the develo�ment of housing stanidazds to
prfltect. the qualitY of life �in the community; and
R�3�RP.AS, Brpoklyn Center •shows the beginping of some housing deterioration
and it �is a aommon fact .that det�rioration can quickly reach a point where �pair is nQ longer
feasible and deterioration wili then spr�ad to the entire ne�ghborhood causing �blight; and�
WHEREAS, for a housuig program to be successful, it must involve citi�en
�azticipatioa to �tailor the program to ttie citizens of Brooklyn Center; an�
WfIERFAS, tlie City of Brooklyn Center being a �rogressive community, must
commit xtself �to the maint.enance of c,�uality housin,g for its ci�izens.

that there' is hereby estab�ished within the City� �of Brooklyn. Center; an adv�isory� Housiri�g
Comm�ission as follows:
Subdivision 1. ZTTLE: This organizatian sliall be known as the �rooklyn Center
Honsimg eonamission.
Subdivisian 2. SCOP�: The scape of. aetivity of this Comnoussion sliall �consist of
.advising �the City Council �and othe� Bro�klyn Ceater aclvisory commissions.

Subdivisiba 3 PtTRPOSE: The general purpose of this Commission, shall .be to
afford citiz�an input in the development of� a housing program to sapplement the
of the City Counc�.
Subdivision 4. DTTTIFS AND RESPONSIBILTTIES: In fulfillment of its purpose;
the duties and responsi'bilities�of the Commissioa shall�be to:�
1. Advise, investigate anc� review relevant matters for the. City Council.
2. Develop an overall plan fo:r housiag in line �vith the comprehensive plan,
for Bmokl,yn Cente� and #he needs of �the �metropolitan azea.
3. Serve �as a forum for the �inzens of Broaklyn Cenier to voice their
opinions. regazding housing matte�s,
4:, Work.clasely with tbe Planning Coamo�ission an�d all other commissions
on matters regarding l�ousing.
5. .Work with the neigliborhood advisory com�mittees of the �'lanning
Commissioa to ui�de�stand the housing. needs of each area of Brookly�
Center.
6. Develop and recommend staridards for occupancy and mai�atena�ilce of
hovsing for�the community:_
.7. �Study the �fcasibilitty of establishing an occupan�cy permit program in
conjunction with a housing.maintenance code in Brooklyn Center.
8: Investigate new and innovai�iive coricepts in housing for tt�e community.
9. Develop and recommaend programs which will provide quality housing
fQr low and moderate in;come citize,ns:
10. Develop�and recoinmend a rehabilitatioa program as needed for existing
housi.ng in Bmoklyn �CentP.r; especially for major maintenan�ce and
energy modernization�proje�ts.
.11. Understand the fwancial r�sources ava�able to the citizens in Brooklyn
Center as it relates to housing..
i2: Investigate all housing� programs in terms of �ife �safety.
13: Pxovide education seminars for the citizens of �rooklya Center in
ma�rs of housing.
14. Seive as the initial review and advisory body for tb�e Boazd af AppeaLs
regarding contested �ompliance orders pursu�nt to the Housing
Maintenance and Occtipancy Ordi�natice, Sections 12-1202 and 12-1243.

15.. Assist the Planning Commission in reviewing and �discussing a
xedevelopment policy for� tb.e City of Brooklyn Center, and make
recom�aendations to the City �onn�c� with. regard to redevelopment in
the City.
Subd.ivision 5. COMPOSTTION: ..Tlie,� CommissiQ�i� sha�l �be composed of a
.���Chairpersom and eight (8) members, all of whom sball be appointed and serve as
set forth in S�ibdivision 6.
Subdivision. 6. NIEN�BERS METHOD QF SELECTION—TERM OF
OFFICE--RE�viOVAL:
��persorii The Chairper. son .shall be elected by .majority� vote of the Housing
Commission m�embership. �The election shall be conducted at the Housing
Commission's first regula�r m�eting of the calendar year, or, .in the case af a
vacancY, 'a�r"ithin two regularlq scheduled Housing Commission meetings from the
time a vacancy �of, tt�e chair_ occurs. The Chairperson may be removed by majority
vote of the Housing� Commission �nYe�abership. The. Chairperson shaIl assure�
fi,�fitt,,,ent of #he following responsibilities 'va addition to those�other�rise.desEn'bed

i Preside over meetings of the Commission;
2.. Appear or appoint a representativ� to appear; as necessary, before City
advisory coinmissions and the City Coun�eil to present the viewpoint of
the Commission ia matters pertaining to housing, as it re�ates to
business under consideration by �said commissions City
3. �Review all official� minutes� of the City Council and other advisory
commissions for the purpose of informing the Iiousing Commission of
matters: relevant to honsing;

y3cx Chai�person: A Vice Chairperson shall� be appointed annua�ly by the
Cha�rperson from the �members of tt�e Commission. The Vice Chairperson shall
perform such duties as may be assigned by��the Chairpersan and shall�assume the
responsibilities, of the chair in the absence of the C:bairperson.
i�1eml�ers' Term of Office: Members of the Cominission shall be appointed by the
Mayar with.ma�ority copsent of the Coun+cil: The .terms of office shall be
staggered three-year terms, except tl�at any person appointed to fill a vacancy
occutring prior to the expiration of the term for which his or her predecessor was

appointe� shaIl be appointed only for tlie remainder of such term: Upon'expiration
of his. or her terna of office; a member shall continue �to serve until his or he,r.
successor is appointed and shall have qualified. Terms of office for members of
the Commission shall expire on December 31 of �espective calenda� years:
In the event an appointed Com�o4issiorie,rr suffers from an .extend�d illness,
y disab�lity, or other activity �pievcnting proper fulfillment of duties,� responsi'bilities,
rules and regulations of the Commission, the Commissianer may be temporarily

Mayor wit� majority consent of-the City Council.

,B�resentation Reattire_m_ents Due regazd sl�ll be given bq the Mayor and City
Counc� in appointing Coaimission �nembeis which will take into consideration,.
geographical �distri'bution within tlie �City, as descn'bed �in S�lidivision 11, and the
xepresentative natuze of the Commission iul terms of �gender, religion, ethnic,
ra�ial, age, handicapped, employee, and employer groups.
Conflict of Interest: No. Commissioner shall take gart in the consideration of any
�matter wherein .he ar. she is �the �aPPlicant, petitioner, .or appellant, nor in �he
consideration of .any. application, petition, or appeal wherein lus or her interest
might reasonably be exp�cted to affect his or fier impartiatity.
The Commission under this resolution sball become effective
Septembei �.1, 1973, and �shall consist of three members appointed for a teim
through December 1974, .ttiree members appointed fox a term� througli Iaecember

Res��'nations ��Rernoval om Offir.� Va�acies: Commissioners may resign
��okuntarily or may be removed fiom of6ce by the Mayor with consent by majority
vote of the City Council. Three consecutive unexcused absences from the duly
called Com�mission meetings� br unex�used absences from a majority of duly called
.Commission meetings witliin one calendaz year �shall constitute autoaiatic
resignation from office. The City Council Iiaison sball �inform the Mayoz and City
Counci�� of such automatic: resignations. Vacan�cies .in the Comn�ission �shall be
filled bp Mayoral appointment with �majority consent of the City Council. The
procedure for fillivag Commissioa is as follows:
1. Notices of vacancies shall be posted for.30 days before any offi�ial City
Council action is taken;

Subdivision 8. MEBTIl�TGS: �'he initial meeting of the Commission shall be
convened at the. call bf #he Chairperson during October 19'73. Thereafter, regulaz
meetings shall be lield with date and time to be determin�ed by the Commissioa
Special meetings ma3� be called by the Chairperson.
5ubdivision 9. STAFF: The. .City Manager shail assiga one member of `the
administrative staff to" serve as staff to the �Con�unission. The staff� naember

commission �s may. be��assigned by th� Chairperson or the City Manager.
Subdivision 10: EX O�'IQ4 MENl�ERS; The Mayor or� his or her
Councilperson appoint�ee shall serve as an ex officio ineaiber of the Commission,
privil.eged to speak on any matter but without a vote, and shall provide liaison
between the Commission and the City Council.

on the south by County Road 10; on 'the east by.. Brooklyn Boulevard; on tlie north

Centcal Neighborhood:� _The Central neigbborTiood.shall be bordered on the south
by County Road 10; on the east by Shuigle Creek; on the north by FAI 94; and on
the west by �Brooklyn�Boulevard.
.Southwest Neighborhood:.: The Southwest neighborhood �hall be b�rdered o� the
south by the south� city limits; on the� east by Shingle Creek; on the. north by
County Road 10; and on: the� west by. the:west .city lvonits.
Neighborhood.Advisory �Cammittees �Cmm�iissioners shall be assigned by the
Chauperson as Tiaison to iaeighboxhood advisory.. .committees �of the Plannin.g
Commission: It will then be a responsi6ility of each neighborhood advisory
committee of the Planning Commission to review honsing matters� and present tlie
n�eighborhood attitudes and opiniot�s on general and spe:cifie housing programs
d.ire�tly affecting tt�at�neighborhood.
