CQMNIISSION AND DEFINING DUTiES AND RESPONSIBII.�TIES
T'HEREFOR
WHEREAS, the housing situation in�Brooklyn Center has reactied a point in i'ts
development which requires a concentrat�ed e,ffort in the develo�ment of housing standarc�s to
protect. the quality of life �in the community; and
WHEREAS, Brooklyn Center•shows the begin�ning of some housing deterioration
and it �is common fact .that deteriaration can quickly reach a point where repair is no longer
feasible and deterioration will then spread to the entire ne�ghborhood causing blight; and�
WHEREAS, for a housing program to be successful, �it must involve citi�en
participation to tailor the program to the citizens of Brookiyn Center; anc�
WHEREAS, the City of Brooklyn Center being a �rogressive �community, must
commit i�tself to the maintenance of c,�uality housing for its ci�ize�ns.
N4W, THEREFORE, BE IT RESOLVF,D by tbe Bzooklyn Cent�r C�ty Council
that there` is hereby established within th�e City of Brooklyn Center an ad�isory� Housuig
Commission as follows:
Stiibdivision 1. TI'TLE: This organization sliall be l�own as the Brooklyn Center
Housing Commission.
Subdivision 2. SCOP�: The scope of. activity of this �ommission sliall consist of
advising �the City Council and other Brooklyn Center advisory commissions.

S�bdivisioa 3. PURPOSE: The general purpose of this Commission. shall .be to
afford citizen input in the developm�nt of a housing program to supplement the.
of the City Council.
Subdivision 4. DUTIFS AND RFSPONSIBILITIES: In fulfillment of its purpose;
ihe duties and responsibilities �of the Commissioa shall �be to:
1. Advise, investigate and xeview relevant matters for the. City Council.
i 2. Develop an�overall plan for housing in line with the comprehensive plan
for Brookl,yn Center and #he needs of the �metropolitan area.
3. Serve as a forum for the citizens of Brooklyn Center to voice their
opinions. regarding housing matters.
4: Work closely with the Planning Commission and all other commissions
.on matters regarding housing.
�5..� .Work with the neigtiborhood advisory committees of the Planning
Commission to uz�derstand the housing. needs of each area of Brookly�
Center.
6. Develop and recommend standards for occupancy and maintena�ice of
housing for the community..
:�.7. �Study the .feasibility of establ,ishing an occupancy permit program in
t conjunction with:a housing.maintenance code in Brooklyn Center.
8: Investigate new and innovat�ve coricepts in housing for ttie community.
9. Develop and recommend programs which will provide quality housing
i�: fQr low ana moasrate inaome �itizens:
10. Develop a� recommend a rehabilitation program as needed for existing
housing in Brooklya "Center; especially for major maintenance and
energy modernization projects.
-11. Understand the financial resouzces available to the citizens in Brooklyn
Center as it relates to housing.
I2. Iavestigate all hou.sing programs in tenms of �ife �safety.
13 Provide education seminars for the citizens of �rooklyn Center in
mat�ers of housing.
14. Senre as the initial review and advisory body for the Boazd of Appeals
regazding� contested �ompliance orders pursuant to the Housing
Maintenance and Occupancy Ordinance, Sections 12-1202 and 12-1203.

15.. Assist the Planning Commission in reviewi.ng an.d �d.iscussing a_

recommendations to the City Council with regard to redevelopment in
the City.
Subd.ivision 5. COMPOSITION: ..TYie, �Commissio�i sha�l �be composed of a
Chairpersom and eight (8) members, all of whom shall be appointed and� serve as
set forth in Subdivision 6.
Subdivision 6. MEMBERS METHOD QF SELEC'TION—TERM OF
OFFICE-REMOVAL: I

�h�tgt�: The Chairperson ♦shall be elect� by .majority� vote of the Housing
Commission membership. The .election shall be conducted at the Housing
Commission's first reguilar meeting of the calendar year, or, in the case of a
vacancy, within two regularl�► scheduled Housing Commission meetings from the�
time.a. vacancy of �tb�e chair oc�urs. The Chairperson may be removed by majorify
vote of the Housin.g Commission �membership. �The Chairperson sha�l assure�
fiilfillment of the following responsibilities in addi�ion to those other�vise .desEn'bed
.�herein:
i.- Preside over meetings of the Cnmmission;
2.. Appear or appoint a representative to appear, as necessaazy, before �ity
advisory commissions and the City Council to present the viewpoint of_
the Commission in matters pertaining to housing as it relates to
business.under consideration by said commissions or City Council;
3. �Review all official minutes of the City Council and other advisory
commissions for the �purpose of informing the Housing Commission of
matters.relevant to housing;

Provide lia.ison with other govennment�t and voluntary orgaiiizations. on
matters relevant to housing.
Yi�� Ch�,�erson: A Vice Chairperson shall be appainted annually by the
Chaarperson from the members of the Comm�ssion. The Vice Chairperson shall
perform such duties as may be assigned by the Chairperson and shall assume the
responsibilities, of the chair in the absence of the Cbaiiperson.
Members' Term of Office: Members of tbe Commission shall be appointed by the
Mayar with. majority consent of the Council: The #erms of office shall be
staggered three-year terms, except that any person appointed to fill a vacancy

the Commission shall expire on December 31 of �espective calendar years:
In the event an appointed Commissioner suffers �,from an .extended .illness,
disab�ity, or other activity �prevcntu�,g Proper fiafillment of duties, respons�ilities,
rules and regulations of the Commission, the .Commissioner may be temporarily

OL?tLfications for Memii rs i: Me�mbers of the Comnnission shall be residents of
fhe City of Brooklya Center while serving on:the Commission, shall. fiave �been
residents of said City for. at least one year prioi to their a�pointrnent; and shall
represent a�broad range of interest in the housing functian.
��resentation R�- �ir�; Due regard shall be given by the Mayor and City
Council in appointing Commission members which will take into co�sideration
geographicai'distribntion vvitliin tlie City, as descn'bed in Subdivision 11, and the
•�representative nature of the Cominission �n terms of �gender, religion, ethnic,
racial, age, handicapped, employee, and employer groups.

Inidal A�ointme The Commission under this resolution shall become effective
SeptembeT 1, 1973, and �shall consist of three meam�bers appointed for a term
.�through December 1974, .three members appointsd for a term througli Aecember
1975,� and three: members appointed for a ter,m through Decemiier 1976.

:�o�untazily or may be removed fioim office by the Mayor with consent by majority
vote of the City Council, T'hree eonsecutive unexcused absences from the duly
called Commission m�eetings� or unexcused absences from a majority of duly called
Commission meetings witliin one calendar year shall constitute automatic
'resignation from office. The City Council liaison shall �inforsn the Mayor and City
Counci� of such automatic. resignat�ons. Vacancies .in the Comv�ission shall be
filled by Mayoral appointment with majority consent of the City Council. The
procedure for filling Commission vacancies is as follows:

5. The, City Clerk shall �forward copies of the appli�ations to the Mayor
and City Council;�
.6. The 11�Iayo�r sball identify and include ihe nominee's application form in
the City Caunci� agenda materi�ls. for the City Council meeting at
which the nominee is pzesented;.
7. The�City Council, by rnajority vote, may approve an appointment at the
City Council meeting at which the nominee is presented.
C°maeiLation: Comnussioners shall serve without compensation.
Subdivision 7. R�JL,ES AND. PROCEDLTRES; The Commission shall adopt such
ivles and procedures not inconsistent with these proyisions as ma� be n�cessary for
th� pro er execution and conduct of business.

Subdivision 8. MEE1'Il�TGS: '�he imtial meeting of the Commission shall be
convened at the. call of the Chairperson during October 1973. Thereafter, regular
meetings shall be lield with date and time to be determined by the Comnnission.
Special meetings ma3� be called by the Chairperson.
Subdivision 9. STAFF: The. .City Manager shall assign one member of the
administrative staff to" serve as staff to the �Commission. The staff� member
assigne� shall. perform such clerica�� and �research- dudes on behalf of t.�e
commission �s may. be �assigned by th� Chairperson or the City Manager.
Subdivision ip: EX OFFICIO� MENi�ERS; The Mayor or his or her
Councilperson appointee shall serve as an ex officio member of the Commission,
privileged to speak on any matter but without a vote, and shall provide liaison
between the Commission and the Gity Council.

Neighborhoods Describ�d:
Southeast Nei.ghborfibod:. The Southeast' neighborhood shall: be bordered on the
south by �tlie south city limi�s; on�the �east by the Mississippi River; .on the aoith b�
FAI-94; and. on �the west. by Shingle Creek.
Northeast Neighborhood: The Northeas� �neighborhood shall be bordered on the
south by FAI 94; on �the east by �he Mississipp� River;..on the north by the north
city �limits; and on the west by 3hingle Creek.
Northwest Neighborhood: The NQrthwest �eightiorhood shall be bordered on the
south by FAI 94; on the �ast by. Shingle Creek; on the north by the north city
limits; and on ttie� west by the west :city iimits.
West Central Neighborhood: The West Ceatral neighborhood sha�l be bordered
on the south by County Road 10; on the east by. Bro�klyn Boulevazd; on tlie north
by FAI 94; and on the west by the west city limits,
Central I�Teighborhood: The Central neighborhood. shall be bordered on the south

.Southwest Neighborhoad:.: The Southwes� neighborhood shall be bdrdered on the
south by the south city limits; on the east by Shingle Creelc; on .the north by
County Road 10; and on the west by the west city limits.
Neighborhood Advisory �Committees: Comtnissioners shall be assigned by the
Chairperson as Tiaison to neighboxhood advisory .committees of the Planning
Commission: It will then be a responsibili .ty of each neighborhood advisory
committee of the Planning Commission to revie�v honsing matters and present tlie
neighborhood attitudes and opinioi�s on general and specifiE housing programs
d.irectlX affecting tliat neighborhood.
