CITY OF BROOKLYN CENTER IN THE

ROLL CALL
Chairperson Ernie Erickson, Commissioners Dennis Snook, Lloyd Deuel, Michael VonDeLinde,
and Mark Yelich. Also present were Council Liaison Ed Nelson, and Community Development
Specialist Tom Bublitz.
Conunissioners Martin Frawley, Kathleen Carmody and Elizabeth Davis were absent and
excused from the meeting.
APPROVAL OF AGENDA
There was a motion by Commissioner Snook and seconded by Commissioner Yelich to
approve the agenda as submitted. The motion passed.
APPROVAL OF MINUTES February 20, 2001
There was a motion by Commissioner Yelich and seconded by Commissioner VonDeLinde
to approve the February 20, 2001 Housing Commission minutes as submitted. The motion
passed.
APPROVAL OF MINUTES March 20, 2001
Chairperson Erickson noted a correction in the third pazagraph on page 3. He noted the extra
"o" in the word on in the first sentence should be deleted.
There was a motion by Commissioner Deuel and seconded by Commissioner VonDeLinde to
approve the March 20, 2001 Housing Commission minutes as corrected. The motion
passed.
CHAIRPERSONS REPORT
Chairperson Erickson explained he had met with the City Council in a work session to discuss
the Housing Commission's recommendations regarding changes to various city ordinances. He
explained the things the City Council discussed was the possibility of putting a survey in the City
Watch newsletter regarding the Commission's recommendations. Additionally, he noted the
Council directed the Housing Commission to look at the issue of RV parking on residential
property. He explained the Council discussed the possibility of the Housing Commission holding
hearings with the Planning Commission on proposed ordinance changes.

Chairperson Erickson, noting the Community Developments Specialist was also at the council
work session meeting, requested any additional input from staff. The Community Development
Specialist noted that it was his understanding that staff was to flesh out the language with regard
to the ordinance changes.
The Commission began a discussion of RV parking and storage. Chairperson Erickson noted he
recalls past considerations of this issue and also parking of RV's and other types of smaller
recreational vehicles.
Conunissioner Deuel pointed out that the city of St. Louis Park has quite rigid rules on RV
parking and also noted the presence of a large number of smaller 50 foot lots in St. Louis Park
which makes this problem even more difficult. He explained there are a lot of problems with
administering these types of ordinance provisions as developed in St. Louis Park.
The Commission continued its discussion of RV parking and the Community Development
Specialist noted that one issue that has come up recently is a situation where an RV parked in an
adjoining driveway has blocked the view of the neighboring property when backing out of the
driveway onto the street.
Commissioner Yelich stated he would like to review the ordinance material further before any
final versions are created. The Community Development Specialist noted he would return to he
Housing Commission with some specific draft language before the Commission entertained any
communication with the Planning Commission or consideration of a public hearing.
SENIOR HOUSING DISCUSSION
The Community Development Specialist explained he had spoken with Mr. Rick Fenske with
Maxfield Research Group. He noted Mr. Fenske specializes in senior housing at Maxfield
Research and noted he had discussed the issue of a market study for senior housing in Brooklyn
Center. He explained Mr. Fenske noted a market study was a relatively complex analysis to
complete a worthwhile document and was beyond the scope of most municipalities. The
Community Development Specialist explained that he would try to have Mr. Fenske at an
upcoming meeting to review senior housing with the Commission.
OTHER BUSINESS
Chairperson Erickson reported on the April "all commission" recognition meeting and noted that
Don Arm and Muhammed Okoya-Lawal were recognized at the event. He also noted that he had
met Todd Paulson, the City's Metropolitan Counc�l representative, at the event and discussed the
issue of affordable housing with Mr. Paulson. He explained that Mr. Paulson suggested that the
Housing Commission might want to learn more about affordable housing from a Metropolitan
Council representative at an upcoming meeting.
Commissioner Yelich suggested that the Housing Commission discuss Senior Housing issues,
needs etc. before Mr. Fenske is invited to a meeting. He felt the Maxfield Research report was
valuable and that the Conunission can discuss some of the issues first before we invite Mr.
Fenske to a meeting.

The Commission discussed briefly issues relative to the difficulry of companies fmding
employees in suburban areas as it relates to the availability of affordable housing. Commissioner
Yelich also suggested that the Commission explore the conversion of apartments to senior
housing at an upcoming meeting.
ADJOURNMENT
There was a motion by Commissioner Deuel and seconded by Commissioner Snook to
adjourn the meeting. The motion passed. The Brooklyn Center Housing Commission
adjoumed at 8:55 p.m.
