The �'�dministra tive Community Development Public H�earing wa s called to order a t
?;37 p.mo by Administrative Assistant Brad Hoffman.
PLTBLIC HEA�ING
Admin�strative Assistant Hoffman ex�lained it was the intent of the public hearing to
receive citizen comment on the development of a citizen` s participa tion plan in con-
��i�ti�n with the implementation �f a community' development prec�ram. IC was noted
that the program regulations developed by the Department of Housing and Urban
Deveiapment r�quire citizen participa tion throughout the entire process of the Cammun-
ity I�evelopment Program, including the planning and development of tl�ie application
Chrough an annual performance review. It was furthQr stated that it was the inter�t
of the public hearing being held to receive comments on the scope of participation and
the nature af that participation throughout that �rocesse Administrative Assistant
Hoffman also stated that the City could a�ticipatte receiving approximately o-.e million
dollars over t:ne next three �3) years.

i publ�c hearing r�lative to the nature and scope oi citizen participation in Brooklyr:
Centc�r's Community Developrnent Plan.
Iviro Wi11iGm Haw�s, 3612 53rd Avenue North,,stated he felt that the at-large rep=
reaentatives should not be Commission members. It was his concern that represen-
tatives from the five (5) council advisory commissions would tend to rep:esent their
respective Gomm.issifln's perspective on�y and that selecti�n of additional commissioners
would cause an imbalance of representation �n the board. Follov,�ing a�rief discussion,
L�olares Hastings of 5813 l�ldrich A�enue 1Vorth, stated that she felt that the at-large
position shauld be slotted for one your,g individual and one senior citizen. A brief
discussio�l fallowed relative to that vie��point. Pat Weitzei, ��18 66th Avenue
I�Iarth, indicated she felt perh�ps colleg� students would be more �referable than
using nonle�al adults for representatian. Adrninistrative Assistant Hoffm�n advised
that positians;on the Community Development Advisory Board should not be specificaliy
slotted for a particular type of individuai but rathsr guidelines could be recommPnded
to insure adeauate representation of.many groups.
A disct�ssion then ensued relative to the n�mber of people to serve on the Citiz'en's
Advisary Board< Admii:is�rative Assistant Hofir:ian noted that in a memorandurn wri.tt�n
by himself to the City Man�ger, he had recomm�nded s�ven (7) people be appointe�i
to the advisory boarde However, ne noted that nu.mber had been sel;.cted because it
was a small enough group to work with ar�d Iarge enougn to assure the rPr!-esenfiation
required by regulations. He also added that he wo'ald not b6 opposed to changing
tliat number, Ray Haroldson, 1207 72nd Avenu� Norrh, indic�ted that he felt that
