THE EARLE BROWN NEIGHBORHOOD HOUSING ADVISORY COMMITTEE
OF THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA
OCTOBER 21, 1993

CALL TO ORDER
The Earle Brown Neighborhood Housing Advisory Committee was called to order at by
Chairperson Jody Brandvold at 6:00 p.m.
ROLL CALL
Committee members present at the meeting were Chairperson Jody Brandvold, committee
members Dolores Hastings, Robert Torres, Everett Lindh, Robert Jechorek and Joyce Lindquist.
Councilmember Barbara Kalligher was also in attendance at the meeting, along with Community
Development Specialist Tom Bublitz.
Committee members absent and excused from the meeting were June Scofield, Doug Rossi,
Betty Engdahl, Johanna Mills and Nancy Carlson.
APPROVAL OF MINUTES JULY 22, 1993
There was a motion by Committee Member Lindh and seconded by Committee Member
Lindquist to approve the minutes of the July 22, 1993 meeting, as submitted. The motion
passed.
Committee Member Hastings abstained from the vote as she was not present at the July 22, 1993
meeting.
UPDATE ON LANDSCAPE PROGRAM
The Community Development Specialist explained the response to the landscape program has
been exceptional, and over 180 people have expressed an interest in having plans done for them
at this point. He explained he spoke with Mr. Ted Harris, the instructor coordinating the
program for the Technical College, and Mr. Harris stated he was willing to look at expanding
the program so that everyone who expressed an interest will benefit from the program. Mr.
Harris explained that he could assign 2 to 3 homes per student and expand the number of
students working on the program to include a design class held in the spring of 1994. Based on
Mr. Harris' comments, the Community Development Specialist explained that he was optimistic
about being able to provide everyone who has expressed interest with some benefit of the
program. He pointed out that he would be sending a letter to all people who have sent in cards
for the landscape program sometime in November, and that Mr. Harris indicated that with the
start of winter quarter on December 3, the program would likely get underway 2 to 3 weeks
after that date. The first step in the program would be to have the students meet with the
homeowners to discuss their interest in landscaping their yards.
Chairperson Brandvold suggested that the committee look into establishing a list of places to buy
landscape materials at reduced cost. The Community Development Specialist pointed out this
would be a key item, and City staff is also looking at ways to obtain the plant materials at a
reduced price.
Chairperson Brandvold also discussed the landscape program in terms of recognizing the
properties that are most improved by landscaping and /or other home improvements.
Councilmember Kalligher inquired whether the Vocational College is interested in doing
remodeling, such as roofing, siding or expansions. The Community Development Specialist
explained he would talk to the staff at the school and find out whether or not they were
interested. He pointed out the college has already expressed interest in constructing a house in
Brooklyn Center on one of its single family lots.
Committee Member Hastings inquired as to what will happen to all the plans that are prepared
for the homeowners. The Community Development Specialist stated he believed the plans would
belong to the homeowner and the students and that perhaps they could do a booklet of the plans
with copies of the plans reduced down to smaller size so that anyone interested could look at the
plans and get ideas for their own property. Chairperson Brandvold suggested that the plans be
costed out in addition to being made available for inspection.
INFORMATION ITEM: CITY OF CRYSTAL HOME AND GARDEN CONTEST
Committee members briefly reviewed the City of Crystal's home and garden contest
requirements. Chairperson Brandvold suggested that at some point the committee could look
at this type of project and that she would also like to look at the whole picture of neighborhood
improvement beyond just landscaping.
There was a general consensus of committee members to look at the City of Crystal's program
sometime in the future after the landscape program had been completed.
OTHER BUSINESS
Councilmember Kalligher pointed out several areas in the southeast neighborhood where there
are semis parking, including 59th between Aldrich and Bryant, 55th and Camden, across from
Bellvue Park, and 57th and Knox. She also pointed out that at 58th and Humboldt there is a
tractor cab enclosure stored on the ground.
The Community Development Specialist stated he would follow up on these items and report
back at a future committee meeting.

ADJOURNMENT
There was a motion by Committee Member Lindquist and seconded by Committee Member
Hastings to adjourn the meeting. The motion passed. The Fade Brown Neighborhood
Housing Advisory Committee adjourned at 7:00 p.m.
