MINUTES OF THE PROCEEDINGS OF
THE EARLE BROWN NEIGHBORHOOD HOUSING ADVISORY COMMITTEE
OF THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN
AND THE STATE OF MINNESOTA

CALL TO ORDER
The Earle Brown Neighborhood Housing Advisory Committee was called to order at 7 :00 p.m.
ROLL CALL
Committee members present at the meeting were Jody Brandvold, Robert Torres, June Scofield,
Robert Jechorek, Johanna Mills, Joyce Lindquist, Betty Engdahl and Nancy Carlson. Also
present was Community Development Specialist Tom Bublitz.
Committee members Pamela Frantum, Dolores Hastings, Everett Lindh, and Douglas Rossi were
absent and excused from the meeting. Council Liaison Barb Kalligher was also absent from the
meeting due to illness.
APPROVAL OF MINUTES APRIL 29. 1993
There was a motion by Committee Member Brandvold and seconded by Committee
Member Scofield to approve the minutes of the April 29, 1993 meeting, as submitted. The
motion passed.
ELECTION OF CHAIRPERSON FOR COMMI'TIEE
The Community Development Specialist introduced the next item of business on the agenda
which was the election of a chairperson for the committee. He explained the City Council had
directed the Earle Brown Neighborhood Housing Advisory Committee to elect a chairperson for
the committee in keeping with the procedures in place for the other City advisory commissions.
He pointed out that since the committee did not have any bylaws governing election of
chairpersons, the provisions of Roberts Rules of Order would dictate the procedures for election.
The Community Development Specialist opened the meeting for purposes of taking nominations
for chairperson from the floor. Committee Member Scofield nominated Committee Member
Robert Torres for chairperson. Committee Member Johanna Mills nominated Jody Brandvold
for chairperson, Committee Member Joyce Lindquist nominated Nancy Carlson for chairperson.
The Community Development Specialist inquired whether there were any additional nominations
for chairperson from the floor. There being none, he entertained a motion to close the
nominations.
There was a motion by Committee Member Scofield and seconded by Committee Member
Lindquist to close the nominations for chairperson of the Earle Brown Neighborhood
Housing Advisory Committee. The motion passed.
There was a general consensus of committee members to conduct the election of the chairperson
by paper ballot. Paper ballots were distributed to committee members and returned to the
Community Development Specialist for tabulation. On the first ballot, the following votes were
recorded: Jody Brandvold 4 votes; Robert Torres 2 votes; Nancy Carlson 2 votes. Roberts
Rules of Order provide that pluralities cannot elect anyone to office, and since no candidate
obtained a majority of the vote, a second ballot was undertaken.
Committee Member Carlson stated that because of the time commitments and obligations to
other organizations, she would like to decline the nomination for chairperson of the Earle Brown
Neighborhood Housing Advisory Committee. Committee members acknowledged and accepted
her request to decline the nomination.
A second ballot was distributed for election of the remaining two candidates, Committee
Member Robert Torres and Committee Member Jody Brandvold. Committee members returned
the ballots to the Community Development Specialist for tabulation and the following votes were
recorded: Jody Brandvold 4 votes; Robert Torres 4 votes.
After brief discussion, committee members agreed to conduct another ballot at the next Earle
Brown Neighborhood Housing Advisory Committee meeting.
CONTINUATION OF DISCUSSION ON LANDSCAPE DESIGN PROGRAM FOR EARLE
BROWN NEIGHBORHOOD
The Community Development Specialist introduced the next item which was a continuation of
the discussion on the proposed landscape design program for the southeast neighborhood. He
explained he had talked again with Mr. Ted Harris, landscape instructor with North Hennepin
Technical College, regarding the project. Mr. Harris stated that his students could undertake
between 10 and 15 projects in the southeast neighborhood. Mr. Harris explained that the
students would provide the custom landscape designs for between 10 and 15 households at no
cost to the City or the homeowners.
With regard to a time line, Mr. Harris explained the design work would be done in December,
January and February of the next school year. The properties would have to be identified by
October so that students could meet with homeowners in October and take the necessary photos
of the properties before there is any significant snow cover. Additional information that would
be helpful to assist the students would be floor plans of the homes and site plans of the houses.
Mr. Hams indicated that students do not do the plant installation and that we would have to find
some other means to install the plant material.
Mr. Harris also pointed out that he conducts a construction class in the fall and can use the

talents in this class to construct decks for homeowners. The deck construction would have to
be done in late October or early November to accommodate the class schedule and, as with the
landscape design services, the labor is provided at no cost but the homeowner must provide all
materials.
The committee members discussed the landscape demonstration program and the various
alternatives for selecting properties. There was a general consensus among committee members
that the committee should make the entire neighborhood aware of the opportunities presented by
the landscape design project and give anyone who desires an opportunity to submit an
application.
Committee Member Robert Jechorek suggested that the committee do a mailing to invite people
interested in participating in the program to submit a request. Committee members agreed that
a mailing should be done to the entire neighborhood to allow people to have an equal opportunity
to apply for the demonstration program.
The committee members also discussed options for providing landscape material to execute the
planting plans. The Community Development Specialist noted that it may be possible for the
City to obtain plant materials at a discount price for homeowners, and he would investigate what
options are available to accomplish this.
Committee members also discussed the possibilities of using students to construct decks, but
generally agreed that the purpose of the landscape program was to provide neighborhood
beautification and that decks are generally located in the backyard and do not provide a benefit
to the neighborhood in terms of approving the appearance of the block.
The Community Development Specialist stated that he would work with Ms. Terri Swanson, the
City's Communication Coordinator, to prepare a flyer to be mailed to residents in the southeast
neighborhood to solicit interest in the landscape demonstration program and return at the next
meeting with a draft of the flyer.
1993 METRO PAINT -A -THON
The Community Development Specialist explained that the 1993 Paint -A -Thon date will be
August 7, 1993. He explained he had contacted the Metro Paint -A -Thon organization and had
obtained three addresses in the southeast neighborhood that had applied for the Paint -A -Thon
program. The locations were 5427 Dupont Avenue North, 5438 Knox Avenue North, and 5401
Morgan Avenue North. He pointed out that as last year, the Earle Brown Committee can
request a home in the southeast neighborhood for painting.
In response to a question from Committee Member Carlson, the Community Development
Specialist pointed out that even if the Earle Brown Committee can paint only one house, all of
the homes qualifying for the program will be painted by other teams. He explained that the
Metro Paint -A -Thon anticipates painting approximately 380 homes in the entire metropolitan area
on the August 7th date.

The Community Development Specialist suggested that in order to get the desired number of
team members, which is between 25 and 30, he would try to organize the remainder of the team
from City employees.
Committee Member Scofield inquired whether applications were still being taken for the Paint
A-Thon programs since one of her neighbors at 5527 Fremont Avenue North may qualify for
the program. The Community Development Specialist replied that he would contact the
metropolitan Paint -A -Thon program and inquire whether an application could be made available
for this individual.
REALTORS DAY INFORMATION
The Community Development Specialist noted that the City /Chamber sponsored Realtors Day
event was held on May 5, 1993, and was well attended by over 80 area realtors. He then
distributed written information from various speakers at the Realtors Day event for committee
members to review.
JUNE MEETING DATE
Committee members agreed that the next Earle Brown committee meeting would be held on June
23, 1993.
ADJOURNMENT
There was a motion by Committee Member Brandvold and seconded by Committee
Member Scofield to adjourn the meeting. The motion passed. The Earle Brown
Neighborhood Housing Advisory Committee meeting adjourned at 8:20 p.m.
