HomeMy WebLinkAbout1992 07-16 EBNHACMMINUTES OF THE PROCEEDINGS OF THE EARLE BROWN NEIGHBORHOOD HOUSING ADVISORY COMMITTEE OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA JULY 16, 1992 CITY HALL CALL TO ORDER The Earle Brown Neighborhood Housing Advisory Committee was called to order at 7:05 p.m. ROLL CALL Committee members present were Chairperson Jody Brandvold, Robert Torres, Pamela Frantum, June Scofield and Dolores Hastings. Also in attendance at the meeting were Council Liaison Phil Cohen and Assistant EDA Coordinator Tom Bublitz. Absent and excused from the meeting were Committee Members Everett Lindh and Doug Rossi. APPROVAL OF MINUTES MARCH 26, 1992 AND APRIL 30, 1992 There was a motion by Committee Member Hastings and seconded by Chairperson Brandvold to approve the minutes of the March 26, 1992 and April 30, 1992 meetings, as submitted. The motion passed. It was noted that a quorum was not present at the May 28, 1992 or June 18, 1992 meeting, so no formal minutes were taken at those meetings. PAINT -A -THON PROGRAM The Assistant EDA Coordinator explained the Paint -A -Thon organization has assigned a home to the Earle Brown Neighborhood Committee for the 1992 Paint -A -Thon. He explained the home is located at 5316 Dupont Avenue North in the City's southeast neighborhood. He explained the home is a stucco house so the painting will consist of house and garage trim, including windows, soffit, fascia and overhang. The stucco will also be cleaned by using a power washer. He added that he will provide more specific information as the August 8th paint day approaches. REVIEW OF HOUSING NEWSLETTER ARTICLES The Assistant EDA Coordinator presented rough drafts of newsletter articles for the next Earle Brown Neighborhood Housing newsletter. The articles included a piece on the first -time home buyer's program, the CDBG program providing home maintenance repair for senior citizens and disabled persons, and a description of the City's home rehabilitation grant /deferred loan program. Committee Member Frantum also presented an article giving an historical _overview of the southeast neighborhood. Committee 07 -16 -92 -1- members reviewed the articles and approved them for printing in the next newsletter. The committee members also reviewed possible survey questions for a survey to be included in an upcoming issue of the newsletter. Committee Member Hastings suggested a question for older residents in the survey which addressed the issue of the types of services senior citizens need to remain in their homes. Committee members continued to discuss possible survey questions, and it was decided that committee members would come back at a future meeting with questions they would like to include in a future survey. OTHER BUSINESS Councilmember Cohen suggested that the committee might want to consider sponsoring a neighborhood fair for this coming spring. He suggested that planning for this event could start in the fall. Types of events to be included in a fair could be children's activities and food booths. The committee decided that they needed to determine the liability of such an event if the Earle Brown Committee gets involved in sponsoring the event, particularly with regard to food sales. A question was posed as to whether or not the Earle Brown Neighborhood Committee would be held liable under health laws if they sponsored the event but the neighborhood provided the food for the event. Councilmember Cohen also suggested that the Earle Brown Committee might want to consider the Habitat For Humanity organization, which builds single- family homes for persons of moderate incomes. He suggested that this might be a possible future project for the committee. Committee Member Torres suggested that he would like to see the committee work on organizing a welcoming committee for welcoming new residents anywhere in the City. Councilmember Cohen suggested that the welcoming committee could possibly be tied to the Crime Watch program, and that Officer Dave Grass and the Chamber Coordinator Mary Welch could be involved in developing this type of program.
