Also present were Council Liaison Phil Cohen and Assistant EDA Coordinator Tom Bublitz. Committee members absent and excused from the meeting were Dolores Hastings, Dennis Morrow and Doug Rossi. Also absent from the meeting was Committee Member John Kalligher. APPROVAL OF MINUTES SEPTEMBER 12, 1991 There was a motion by Committee Member Lindh and seconded by Committee Member Brandvold to approve the September 12, 1991, minutes as submitted. The motion passed. REVIEW OF FINAL COPY FOR EARLE BROWN NEIGHBORHOOD HOUSING NEWSLETTER Committee members reviewed the articles for the fall and winter newsletter. The newsletter includes articles on the Purchase Plus Program, a review of the results of the housing advisory committee survey, information on yard waste disposal, information on proposed storm sewer project for 57th Avenue North, and an article on the City's Neighborhood Watch Program. Committee members approved the final copy for the fall and winter newsletter. Discussion continued regarding the newsletter; and committee members suggested a portion of the next committee meeting be devoted to discussing ideas for the next newsletter, which would be distributed late winter or early spring. One of the articles committee members suggested was a possible article on the history of the Earle Brown neighborhood. DISCUSSION OF ACTION AGENDA The Assistant EDA Coordinator indicated he had placed this item on the agenda to allow the committee members to go back to the original action agenda and determine how the committee was proceeding in terms of accomplishing the goals of the action agenda. He suggested several projects could be undertaken that fall under action agenda priorities, including: organizing a 10 -10 -91 -1- type of promotional effort for reaching local realtors in the Earle Brown neighborhood. Committee members discussed the paint -a -thon idea, and Committee Member Brandvold suggested organizations such as the Lions might be contacted to do this type of work. The Assistant EDA Coordinator pointed out that paint -a -thons usually focus on a very limited number of houses and often only provide for the painting of a single house, since the whole idea is to organize a volunteer crew large enough to paint the home in one or two days. Committee Member Lindh suggested that in conjunction with the paint -a -thon, the committee might consider the use of Boy Scouts for some type of clean -up work in the neighborhood. With regard to developing promotional information and /or meetings for local realtors, Committee Member Brandvold suggested this might be a good project for the school district to pursue, along with the Earle Brown committee. The committee members suggested the next newsletter could also include an article on requesting volunteers to do a paint -a -thon in the neighborhood. RECYCLING AND CLEAN -UP DAY FOR EARLE BROWN NEIGHBORHOOD The Assistant EDA Coordinator noted, that as follow -up to the last committee meeting in September, he had started to assemble information with regard to options for recycling and cleanup in the neighborhood. He noted he had spoken with the recycling coordinator at Brooklyn Park, who organizes the annual recycling collection for the City of Brooklyn Park. In further reviewing the options for a recycling and clean -up day, the Assistant EDA Coordinator noted that Brooklyn Park tries to organize the recycling efforts so that as many of the vendors and collectors of recycled materials as possible are present at the site during the day of collection. He pointed out this eliminates the need for a great amount of City labor to move the items from the collection site to their final destination. The committee briefly discussed this item and directed the Assistant EDA Coordinator to continue to organize this program. ADJOURNMENT There was a motion by Committee Member Brandvold and seconded by Committee Member Torres to adjourn the meeting. The motion passed. The Earle Brown Neighborhood Housing Advisory Committee meeting adjourned at 8:20 p.m. Respectfully submitted, Tom Bublitz Recording Secretary 10 -10 -91 -2-
