REGULAR SESSION
SEPTEMBER 13, 1983

CALL TO ORDER
Chairman Plummer called the Brooklyn Center Housing Commission to order at 7:43 p.m.
ROLL CALL
Commission members present were Chairman Plummer, Commissioners Haroldson, Hastings,
Williams and Turner. Also present were Councilmember Rich Theis and Administrative
Assistant Brad Hoffman.
COMMISSION OPENINGS
Chairman Plummer noted that there were three (3) Commission seats vacant. She stated
that she had discussed the matter with Councilmember Theis who in turn would discuss
the matter with Mayor Nyquist and request that Mary Jane Gustafson run a notice in
the paper relative to the Commission openings.
ELDERLY HOUSING UPDATE
Administrative Assistant Brad Hoffman reviewed progress of the Brooklyn Center Elderly
Housing project. He noted that in May a ground breaking had taken place and that
approximately 300 of the units had been reserved within the first week. He stated
that models should be completed late this fall and that the project should be entirely
completed in spring. Commissioner Haroldson inquired as to'the maintenance of the
grounds at the site. Administrative Assistant Hoffman replied that the maintenance on
the grounds would be subject to contractual agreements between the association -:and
individual performing such services.
ENERGY LOAN PROGRAM
Administrative Assistant Hoffman reviewed the Home Energy Improvement Loan program as
proposed by the Housing Commission. He stated that the Minnesota Housing Finance
Agency had just recently announced the availability of money, after the first of
October, to home owners without regard to income to do energy home improvements. He
indicated that interest rates would be approximately 8% or 9% and that essentially
the program was the same as the Brooklyn Center program with the exception of repay-
ment being directed to a bank versus the treatment as a special assessment against
their property under the Brooklyn Center program. He stated because of the similarity
of the programs, it would be a duplication effort and for the present time the program
would be placed on the back burner.
DISCUSSION: FUTURE HOUSING POLICIES
Chairman Plummer introduced the next agenda item indicating that during the upcoming
year it be the principle objective of the Housing Commission to consider long term
goals and policies relative to housing in Brooklyn Center. She indicated there is a
need to consider a diversity of housing styles and alternatives to be considered with
regard to problems associated with housing that Brooklyn Center will be experiencing.
She indicated that it would be imperative that we give consideration to those problems
0 now. A general discussion ensued and it was agreed that areas to be considered would
include elderly housing, housing for the young, existing housing, new housing, energy,
and housing for a diversity of incomes. Following the discussion it was agreed that
Administrative Assistant Hoffman would develop an outline for the Commission to
consider at the next Commission meeting relative to the various housing aspects that
should be considered for the study.

Commmissioner Phil Cohen arrived at 9 :00 p.m.
MILL LEVY
Administrative Assistant Hoffman informed the Commission that staff would be
recommending that the HRA again levy it's 1/3 mill. Administrative As.sistant Hoffman
explained to the Commission that the HRA has become an active unit within Brooklyn
Center, responsible for the development of the Senior Citizens project and the
administration of he t Housin g Rehab Grants as well as the Solar Demonstration Project.
He indicated that the levying of the 1/3 mill would be used to offset staff time
devoted to housing and economic development projects and that the remainder of the
1/3 mill, as in the past, would again be used to create a fund for future housing and
economic development projects. A brief discussion then ensued. Commissioner Haroldson
inquired if there were any projects being currently considered. Administrative
Assistant Hoffman replied that there are a number of sites being discussed at this
time relative to possible future housing projects. Commissioner Phil Cohen inquired
as to the amount of money generated by 1/3 of a mill. Administrative Assistant
Hoffman replied that 1/3 mill generates approximately $65,000. Following the discussion
there was a motion by Commissioner Cohen and seconded by Commissioner Haroldson to urge
the City Council and the HRA to support the levy of 1/3 mill for the HRA. Voting
in favor: Chairman Plummer, Commissioners Haroldson, Hastings, Cohen, Williams and.
Turner. Voting against: none_ The motion passed unanimously.
BROOKLYN CENTER MORTGAGE MONEY
Chairman Plummer requested that Administrative Assistant Hoffman give a brief synopsis
of the mortgage money available in Brooklyn Center. He then explained that the City
had issued mortgage revenue bonds in December of 1982. The money which amounted to
7.5 million dollars was available for first time home buyers to purchase a new or
existing home within Brooklyn Center. He indicated that the money was available at
11.65° and 2 points and that it was also assumable. He further reviewed the income
requirements for the program and also stated that 10� of the money could be used for
non -first time home buyers. Following the discussion he urged Commission members to
inform anyone they knew selling their home or considering buying a home in Brooklyn
Center about the program and urged them to take advantage of the mortgage money there.
ADJOURNMENT
There was a motion by Commissioner Hastings and seconded by Commissioner Williams to
adjourn the meeting. The motion passed unanimously. The Brooklyn Center Housing
Commission adjourned at 9:10 p.m.
