HomeMy WebLinkAbout1984 04-10 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 10, 1984 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Vice Chairperson Dolores Hastings at 7:35 p.m. ROLL CALL Commission members Dolores Hastings, Ray Haroldson, Phil Cohen, Ron Turner, Don Lawrence, Ken Felger and Barb Sorenson. Also present were Councilmember Rich Theis and Administrative Assistant Brad Hoffman. CURRENT HOUSING PROGRAMS Administrative Assistant Brad Hoffman briefly reviewed existing housing programs in Brooklyn Center. He noted that the City was active in the rehabilitation of existing structures in Brooklyn Center and that currently there are approximately 50 rehab grants in progress. He also noted that the City had completed approximately 100 rehab grants averaging about $4,500 per home. He also reviewed a plan to purchase existing homes in substantial need of rehabilation that are currently being marketed. He noted that it would be the intent of the program to acquire such homes substantially rehabilate such properties and then put them back on the market. The final program reviewed was the energy loan program available through Summit Bank. Administrative Assistant Hoffman noted that the City had developed a plan to make loans for energy improvements available as a special assessment against their property. However, he noted that the Minnesota Housing Finance Agency came out with a similar program available through participating banks. In Brooklyn Center Summit Bank was the only bank that participated and monies were available to the general public for specific energy improvements at an interest rate of 7� or 8%% dependent upon the income of the applicant. He also stated that a total of $5,000 could be borrowed for up to 5 years. Because such monies were available through Summit Bank, Brooklyn Center has postponed acti- vating its energy loan program. Following Administrative Assistant Hoffman's comments there was a brief discussion on the purchase program and its concepts. Phil Cohen introduced the concept of homes with movable walls. He noted that because of the swelling numbers of elderly in the next 20 years that perhaps future housing should take into consideration homes that can be easily accomodated to the changing lifestyle of it's residents. He also indicated that perhaps the Commission should give some consideration to studying the concept of accessory housing. Commissioner Haroldson voiced his concern for inflation and the housing market and the effect it will have on elderly by stripping their purchasing power. OTHER BUSINESS Commissioner Haroldson noted that the Community Development Block Grant Advisory Group would be meeting on Thursday, the 12th of April and requested that any Commission members interested be present or those that have suggestions for programs and the spending of such monies should pass 4 -10 -84 -1- their ideas on to him and he would relay them at the meeting. Commissioner Sorenson briefly discussed the elderly project called Northridge. She suggested that perhaps at the next meeting we could invite Jane Thompson with her slide show and also invite the Planning Commission and Council. Administrative Assistant Hoffman indicated that he would do some follow-upon that. ADJOURNMENT There was a motion by Commissioner Haroldson and seconded by Commissioner Felger to adjourn the meeting.
