HomeMy WebLinkAbout1984 11-12 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION NOVEMBER 12, 1984 CITY HALL CALL TO ORDE The Housing Commission met in regular session and was called to order by Chairman Don Lawrence at 7:35 p.m. ROLL CALL Chairman Don Lawrence, Commission members Dolores Hastings, Ken Felger, Ron Turner, Barb Sorenson and Phil Cohen. Also present was Administrative Assistant Brad Hoffman. .Commissioner Cliff Williams had asked to be excused from the meeting. Council- member Rich Theis also indicated that he would not be able to attend this evenings meeting. MULTI- FAMILY HOUSING BONDS Administrative Assistant Brad Hoffman introduced the first agenda item. He indicated that the City had before it an application for a multi- family housing bond to finance the purchase of the Earle Brown Farm Apartments. He reviewpd'the requirements of the program and indicated that a minimum of the 1.5% of monies were required for the rehabilitation of those existing buildings. He also indicated that the applicant intended to build an additional 24 to 36 units. He further stated that this was the first application of its type before the City and that the Housing Commission should discuss objectives to be accomplished under such a program. Commissioner Phil Cohen reviewed for the Commission the federal government position noting that such financing was intended to provide affordable housing for the poor and elderly. He expressed a concern that the program not be abused so as to encourage Congress to remove multi family bonds from their exempt status from caps. A lengthy discussion then ensued relative to the concepts of the program and it was the concensus of the group that this program would require further discussion before the Housing Commission would take any action or recommend specific objectives. There was a motion from Commissioner Cohen and seconded by Commissioner Hastings to recommend that the Council consider the intent of the federal legislation and the reason for the lack of a cap on such financing under the Deficit Reduction Act. Further that the Council consider the potential abuse of the use of this program and the implication that such abuses might have for the future in multi family housing bonds. The motion passed unanimously. HOUSING FINANCING PROGRAMS Chairman Lawrence introduced the next item. He indicated his interest in discussing the availability of home rehabilitation financing programs in Brooklyn Center. He briefly noted a number of programs available through the Metropolitan Council which were discussed. Administrative Assistant Brad Hoffman also reviewed the Brooklyn Center rehabilitation grant program. Following this discussion it was agreed that this matter would be further discussed at the next Council meeting. 11 -12 -84 -1- 1 i ARJOURNMh'NT There was a motion by Commissioner Hastings and seconded by Commissioner Turner to adjourn the meeting.
