HomeMy WebLinkAbout1985 10-08 HCM MINUTES OF THE PROCEEDINGS OF -THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND 'THE STATE OF MINNESOTA REGULAR SESSION OCTOBER 8, 1985 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission met in regular session and was called to order by Chairman Don Lawrence at 7:40 p.m. ROLL CALL Chairman Don Lawrence, Commissioners Dolores Hastings, Barb Sorenson, Cliff Williams, Phil Cohen and Ron Turner. Also present were Councilmember Rich Theis and Administrative Assistant Brad Hoffman. APPROVAL OF MINUTES SEPTEMBER 10, 1985 There was a motion by Commissioner Hastings and seconded by Commissioner Turner to approve the minutes of the September 10, 1985 Housing Commission meeting. The motion passed unanimously. TRUTH IN HOUSING Administrative Assistant Brad Hoffman distributed copies of the Minneapolis Truth in Housing Ordinance and the St. Louis Park Point of Sale Ordinance. He then proceeded to describe each ordinance for the Commission. He indicated that the Minneapolis Truth in Housing ordinance requires that an inspection report be made on each house being offered for sale in Minneapolis by a licensed inspector and that report be made available to all prospective buyers. He stated that the St. Louis Park ordinance differed in that it required inspection by the City's Inspections department and that the repairs necessary, or those cited by the inspectors, were required before the closing. Following a discussion on the two approaches to housing inspection ordinances, Commissioner Cohen indicated he felt it was necessary that the Commission get some feeling or direction from the City Council. It was recommended that Brad Hoffman write a memo describing the two approaches and that the memo be distributed with the City Manager's Log to the Council. It was intended that the Council then would provide staff with some direction relative to which, if either, of the two directions were most compatible with the Council's thoughts. There was a motion by Commissioner Cohen and seconded by Commissioner Hastings to have Administrative Assistant Brad Hoffman contact the Council to get their feelings and reactions to the two Point of Sale inspection concepts. YEAR 2000 STUDY Administrative Assistant Brad Hoffman introduced the next agenda item by reviewing the Year 2000 study and specifically those items relating to housing within Brooklyn Center. The group then reviewed the Year 2000 study and proceeded to rank their concerns or prioritize those items as noted in this study. Commissioner Cohen noted that items 18, 19 and 29 should receive a top priority with second priority going to items 10, 11 and 23. He also noted he felt the Housing Commission should work with the Chamber of Commerce on some of the items relative to economic development The Commission also felt that item 3 should be referred to the Commission or that the Commission would at least like to be represented on an ad hoc committee. Commissioner Cohen recommended, and the Commission agreed, that an 10 -8 -85 -1- aging ad hoc committee should be appointed immediately. There was a motion by Commissioner Cohen and seconded by Commissioner Williams to review the Commission's Year 2000 recommendations with the Council and state that their priorities are 18, 19 and 29 with second priority being given to items 10, 11 and 23. It was also recommended immediate implementation of item 3 with at least two Housing Commission members being represented. The motion passed unanimously. OTHER BUSINESS None ADJOURNMENT There was a motion by Commissioner Turner and seconded by Commissioner Sorenson to adjourn the meeting. The motion passed unanimously and the Brooklyn Center Housing Commission was adjourned at 9:03 p.m. Chairman 10 -8 -85 -2-
