REGULAR SESSION

CALL TO ORDER
The Brooklyn Center Housing Commission met in regular session and was called to
order by Vice Chairperson Dolores Hastings at 7:38 p.m.
ROLL CALL
Vice Chairperson Dolores Hastings, Commissioners Ray Haroldson, Barb Jensen, Ken
Felger, Ron Turner and Barb Sorenson. Also present were Councilmember Rich Theis
and Housing Coordinator Brad Hoffman.
APPROVAL OF MINUTES OCTOBER 8, 1985
There was a motion by Commissioner Sorenson and seconded by Commissioner Turner to
approve the minutes of the October 8, 1985 Housing Commission meeting. The motion
passed unanimously.
YEAR 2000 REVIEW
Housing Coordinator Brad Hoffman reviewed the Commissioners charge for the Year
2000 Report in order to determine realistic dates for completion of the necessary
reports from the Commission and to discuss the direction and desire of the
Commission for developing the needed reports. He indicated that the Housing
Commission had been charged with reporting on the impact and planning
considerations for the fact that 70% of the housing stock will be 40 years old or more
by the Year 2000 and second that the City is changing its focus from a development to
a maintenance and redevelopment community. A lengthy discussion then ensued
relative to the types and amount of information the Housing Commission should have
in order to generate the required reports. It was the concurrence of the Housing
Commission that a first step towards any housing program recommendation would be an
inventory of the City's housing stock. It was agreed that Housing Coordinator Brad
Hoffman would bring back for the next Housing Commission meeting the types of
housing information currently available to the City for the Commission's review and
recommendations for developing a housing inventory for the City of Brooklyn Center.
REHAB GRANT PROGRAMS FUTURE
Housing Coordinator Brad Hoffman reported that the future of the City's rehab grant
program currently is tied to federal expenditures with Community Development Block
Grant funds. He indicated that currently the City funds the rehab grant program in
its entirety with Community Development Block Grant funds and that the City is
assured of only one more year of funding under the program. He also indicated that
the rehab grant program is fundamentally tied to the recommendations of the Year
2000 report for consideration. A brief discussion then ensued relative to the
types of grants being offered and possibilities for future funding of the program
should the federal funding expire. Some discussion was given to a loan program via
special assessment with the City of Brooklyn Center seeking special legislation to
authorize it to proceed with such a program.
OTHER BUSINESS
Commissioner Jensen briefly reviewed for the Housing Commission the Solar
Demonstration Project that was sponsored by the Conservation Commission.

Following her presentation she requested that the Housing Commission take over the
study and gather the information for the report. A brief discussion then ensued and
it was agreed that Housing Coordinator Brad Hoffman would provide the Commissioners
with further information about the solar demonstration-project at the next meeting.
ADJOURNMENT
There was a motion by Commissioner Jensen and seconded by Commissioner Turner to
adjourn the meeting. The motion passed unanimously and the Brooklyn Center Housing
Commission adjourned at 9:13 p.m.
