HomeMy WebLinkAbout1986 02-11 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION FEBRUARY 11, 1986 CITY HALL CALL TO ORDER The Brooklyn _Center Housing Commission met in regular session and was called to order by Chairman Ken Felger at 7:40 p.m. ROLL CALL Chairman Felger, Commissioners Barb Jensen, Barb Sorenson, Dolores Hastings, Ron Turner and Ray Haroldson. Also present was Housing Coordinator Brad Hoffman. APPROVAL OF MINUTES JANUARY 14, 1986 There was a motion by Commissioner Jensen and seconded by Commissioner Hastings to approve the minutes of the January 14, 1986 Housing Commission meeting. The motion passed unanimously. YEAR 2000 REVIEW At the request of the Housing Commission, Brad Hoffman provided the Commissioners with information relative to current housing programs in Brooklyn Center. He also provided information about the numbers and types of housing and the ages of the housing stock in Brooklyn Center. Following the review of the information provided to the Commissioners, a discussion then ensued relative to the direction the Commission desired in order to report to the City Council on recommended housing programs. Commissioner Haroldson inquired as to the types of information that might be available to the City by computer. Brad Hoffman replied that the City has currently on computer a listing of all homes and residential units as well as commercial properties through the Assessor's department describing each unit in detail. He further added that it would be desirable to combine the information available to the City on the City Assessor's computer with the information contained in the Planning Department's building permits for each house. A discussion then followed as to the need for the Commission to develop a data base on which a determination could be made as to the types of programs necessary for the City in the future in order to preserve the City's housing stock and the extent such programs should be funded. The Commission agreed that at the March meeting that Brad Hoffman would bring back to the Commission a proposal for a data base on the City's housing inventory. The inventory should consider general descriptions of the property as well as permits that have been pulled on the house. It is hoped that such an inventory would provide the City with information relative to the number of furnaces, roofs and other structural items that might be in need of repair /replacement in the future. Commissioner Jensen indicated that the Commission needs more demographics on the City's population to use in conjunction with a profile of the City's housing stock. SOLAR DEMONSTRATION PROJECT Housing Coordinator Brad Hoffman introduced the next agenda item by providing the Commission with copies of the Solar Demonstration Project and reviewing its current status. The Commission then reviewed, with Commissioner Jensen commenting, each of the grants that have been let to date. Following a review of the projects that have been completed, a sub committee was formed consisting of Commissioners Felger, 2 -11 -86 -1- Sorenson and Hastings with Commissioner Jensen as Chair to develop a report on the proposed project. Chairman Felger indicated to the Commission that he would like to work through the summer on the project and have a report back to the City in time for the Council's acceptance this fall. i OTHER BUSINESS Chairman Felger took the opportunity to request that Dolores Hastings be appointed as the Vice -Chair to which the Housing Commission agreed. ADJOURNMENT There was a motion by Commissioner Hastings and seconded by Commissioner Haroldson to adjourn the meeting. The motion passed unanimously and the Brooklyn Center Housing Commission adjourned at 8:58 p.m. Chairman 2 -11 -86 -2-
