REGULAR SESSION
FEBRUARY 17, 1987
CITY HALL
CALL TO ORDER
The Brooklyn Center Housing Commission met in regular session and
was called to order by Chairman Ken Felger at 7:35 p.m.
ROLL CALL
Chairman Ken Felger, Commissioners Dolores Hastings, Ron Turner
and Phil Cohen. Also present were Councilmember Rich Theis and
Housing Coordinator Brad Hoffman.
APPROVAL OF MINUTES
There was a motion by Commissioner Cohen and seconded by
Commissioner Hastings to approve the minutes of the January 20,
1987 Housing Commission. The motion passed unanimously.
KALEIDOSCOPE 1 87
Brad Hoffman introduced the next agenda item with a brief
discussion about the upcoming Kaleidoscope. He noted that
Kaleidoscope would be held April 5, 1987 and inquired
Commission if they wished to participate. Following a brief
discussion, there was a motion by Commissioner Cohen and seconded
by Commissioner Hastings to have the Brooklyn .Center Housing
Commission participate in Kaleidoscope 1 87. There followed a
brief discussion in which Chairman Felger asked Commissioner
Hastings to assist in setting up and coordinating the Housing
Commission's effort for Kaleidoscope. Commissioner Cohen then
requested that Brad Hoffman send notices to the Housing
Commission members about our participation in the Kaleidoscope
and that a schedule be established at the March meeting for the
Commissioners to be present at Kaleidoscope.
HOUSING SEMINAR
Discussion then ensued relative to the proposed April 11, 1987
housing seminar to be put on by the Housing Commission. Brad
Hoffman indicated that previous thoughts about using the City
Manager's Newsletter to advertise the housing seminar would
require a date change. He indicated that the submission deadline
is March 8, 1987 and that the Newsletter would be distributed
May 2, 1987. Following a brief discussion, it was agreed that
the April 11, 1987 date would be retained and that the Commission
would forego any use of the City Manager's Newsletter.
Commissioner Cohen indicated that he felt that a seminar dealing
with the need for housing inspections in Brooklyn Center should
require a discussion panel including representatives discussing

government programs, lending institutions, private sector housing
inspectors, and realtors. Specifically MHFA programs and home
equity mortgages and so forth should be discussed in the forum.
Chairman Felger indicated that he felt that energy audits would
also be appropriate for the upcoming seminar.
Chairman Felger left the meeting at 7:50 p.m.
Discussion continued and Commissioner Turner indicated that he
felt that it was imperative that we be able to visually
demonstrate the cost of deferred maintenance. He indicated that
he felt that we needed visual examples of deferred maintenance
problems. It was then agreed that the Commission at the March
meeting would finalize the format for the housing seminar and
that final coordinating meetings would be set up during the month
of March for finalizing the housing seminar.
OTHER BUSINESS
Brad Hoffman then reviewed the status of Brooklyn Center's
mortgage revenue bond money. He noted that the money would be
available for first time home buyers and that Brooklyn Center had
received approximately $7.5 million for mortgage money. He
indicated that he would keep the Commission advised of the status
of that program.
ADJOURNMENT
There was a motion by Commission Cohen and seconded by
Commissioner Turner to adjourn the Housing Commission. The
motion passed unanimously, and the Brooklyn Center Housing
Commission adjourned at 8:10 p.m.
