HomeMy WebLinkAbout1989 01-31 HCM CORRECTED PAGE MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION JANUARY 31, 1989 CITY HALL CALL TO ORDER The Brooklyn Center housing commission met in regular session and was called to order by Chairman Nick Eoloff at 7:35 p.m. ROLL CALL Chairman Nick Eoloff, Commissioners Phil Cohen, Barb Jensen, Bob Torres, and Reynold Johnson. Also present was EDA Coordinator Brad Hoffman. Brad Hoffman noted there were openings on the housing commission and requested commission members to make recommendations for people interested in serving on the housing commission. APPROVAL OF MINUTES JANUARY 10, 1989 There was a motion by Commissioner Cohen and seconded by Commissioner Jensen to approve the minutes of the January 10, 1989, housing commission meeting. The motion passed unanimously. SOLAR DEMONSTRATION PROJECT EDA Coordinator Brad Hoffman provided the commission with drawings and information relative to the solar demonstration project. Following a discussion of the completed project, it was agreed that Commissioners Torres and Johnson would assist Commissioner Jensen in gathering the information from the current residents to prepare a final report. It was requested that Brad Hoffman have letters sent to the current homeowners advising them that they would be contacted during the month of March or April by either Bob Torres or Rey Johnson. Commissioner Jensen indicated she would get information from her files for the commissioners to work with. HOUSING STUDY REPORT The EDA Coordinator introduced the next item indicating that a group consisting of Phil Cohen, Al Beisner, and himself had interviewed four consultants about doing a market oriented housing study for Brooklyn Center. A brief discussion followed relative to the proposals and interview process. The EDA Coordinator indicated that the group was recommending the firm of Maxfield Research Group, Inc. to do the project. Commissioner Cohen reviewed the strengths and weaknesses of each of the proposals from his perspective and concurred with the recommendation that Maxfield Research Group be given the contract for the housing study. There was a motion by Commissioner Torres and seconded by Commissioner Jensen to recommend that the firm of 1 -31 -89 -1- 1 Maxfield Research Group, Inc. be given the contract for a housing study. The motion passed unanimously. PUD ORDINANCE Chairman Eoloff introduced the next agenda item, that being the planned unit development ordinance. He noted that it was a carryover from the January 10 meeting. A discussion then followed. It was noted that the recommendations previously requested by the housing commission had been addressed in the new PUD before the commission. A notable exception to that was that a development agreement was not one of the requirements of the PUD ordinance. Following the discussion, it was recommended that the housing commission recommend approval of a PUD ordinance to the planning commission for its consideration and that such PUD ordinance require a development agreement with the City of Brooklyn Center. There was a motion by Commissioner Cohen and seconded by Commissioner Torres to recommend the PUD ordinance. The motion passed unanimously. OTHER BUSINESS There was no other business. ADJOURNMENT There was a motion by Commissioner Cohen and seconded by Commissioner Johnson to adjourn the meeting.
