HomeMy WebLinkAbout1989 05-09 HCM CORRECTED PAGE MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION 10 OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION MAY 9, 1989 CITY HALL CALL TO ORDER The Brooklyn Center housing commission met in regular session and was called to order at 7:35 p.m. by Chairman Nick Eoloff. ROLL CALL Chairman Nick Eoloff, Commissioners Barb Jensen, Reynold Johnson, Robert Torres, Pamela Frantum, and Neal Nelson. Also present was EDA Coordinator Brad Hoffman. APPROVAL OF MINUTES APRIL 11, 1989 Commissioner Jensen requested that her name be removed from the minutes as one of the members present. There was a motion by Commissioner Torres and seconded by Commissioner Nelson to approve the minutes of the April 11, 1989, housing commission meeting as corrected. The motion passed unanimously. R -7 PROPERTY UPDATE Hoffman indicated to the housing commission there was an interest on the part of a developer to develop the R -7 property which is immediately south of the Hennepin County library into approximately 100 market -rate apartments. He further indicated the developer had requested some assistance from the City, but at this time the City would have a conflict with the development there and a development on the Earle Brown Farm that would be in competition with one another. A brief discussion then ensued and Hoffman indicated that he would keep the housing commission updated on that particular project. 53RD AVENUE REPORT Chairman Eoloff reported the commission could probably get renderings for a development concept for 53rd Avenue for approximately $500 from the School of Landscape Architecture at the University of Minnesota. He explained the concept of acquiring homes on the north side for a bike walking parkway area from the river to Lions Park. Commissioner Jensen inquired as to whether we should give consideration for providing parking for people to use. Chairman Eoloff indicated that he thought probably the most suitable spot would be some place close to the river. Commissioner Frantum inquired about the impact such a development would have on the intersections along 53rd. Chairman Eoloff indicated there are probably several ways to deal with all the problems being raised but those have not been addressed as yet and at this point in time it is very conceptual in nature. Commissioner Johnson indicated he would favor getting renderings 5 -9 -89 -1- to get a better focus on the project. There was a motion by Commissioner Nelson and seconded by Commissioner Frantum to commission the drawings or renderings for the 53rd Avenue project. The motion passed unanimously. SUMMER SCHEDULE Hoffman indicated there would be a meeting by the housing commission on July 11, 1989, for the purpose of receiving the housing study from Maxfield Associates. He indicated at that time they would do a brief review of the plan and the plan would be forwarded to the planning commission for a joint meeting between the housing and planning commission. OTHER BUSINESS There was no other business brought before the commission. ADJOURNMENT There was a motion by Commissioner Johnson and seconded by Commissioner Torres to adjourn the meeting. The motion passed unanimously and the Brooklyn Center housing commission adjourned at 8:05 p.m. Chairman 5 -9 -89 -2-
