HomeMy WebLinkAbout1989 09-12 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION SEPTEMBER 12, 1989 CITY HALL CALL TO ORDER The Brooklyn Center housing commission met in regular session and was called to order by Chairman Nick Eoloff at 7:35 p.m. I ROLL CALL Chairman Nick Eoloff, Commissioners Robert Torres, Ernie Erickson, Pamela Frantum, Neal Nelson, and John Kalligher. Reynold Johnson was absent and excused from the meeting; Barb Jensen was absent. Also present were City council liaison Phil Cohen and EDA Coordinator Brad Hoffman. APPROVAL OF MINUTES MAY 9, 1989 There was a recommendation to delete the cost of the rendering for 53rd Avenue from $5,500 to $500. There was a motion by Commissioner Nelson and seconded by Commissioner Torres to approve the minutes of the May 9, 1989, meeting as corrected. The motion passed unanimously. APPROVAL OF MINUTES JULY 11 1989 There was a motion by Commissioner Nelson and seconded by Commissioner Torres to approve the minutes of the July 11, 1989, meeting as submitted. The motion passed unanimously. INTRODUCTION OF NEW COMMISSIONERS Chairman Eoloff took the opportunity to introduce Commissioners Ernie Erickson and John Kalligher to the commission. The commissioners introduced themselves to one another and were welcomed by the group. HOUSING STUDY UPDATE The EDA Coordinator introduced the next agenda item. He indicated during the summer months staff has been working with a group called Publico to develop programs z'P p r p gams and an implementation strategy for the Maxfield study. He indicated the study recommendations would be the basis for new housing programs for Brooklyn Center, and the housing commission would be playing a vital role in the development and acceptance of those programs. Councilmember Cohen indicated his concern that the programs be developed and implemented and the study not be put on the shelf and forgotten. He indicated he felt it is imperative the community get going on these problems before they get out of hand. He then requested the EDA Coordinator to review the results of the concerted effort at the staff level to deal with problem homes in Brooklyn Center. The EDA Coordinator then 9/12/89 -1- indicated the staff had selected three homes for a concentrated effort to bring them into compliance with City ordinances. He indicated at this time the City had been in court with two of the three people, and both were found guilty. Both were fined $700 and given 90 days in jail subject to 30 days to come into compliance. Following a brief discussion, it was recommended and requested that Gene Ranieri of Publicorp be available at the next commission meeting to discuss the strategies being considered by them for implementing he City's housing g Y g ro ram. program. 53RD AVENUE NORTH PROJECT Chairman Eoloff reviewed the concept of having a parkway drive along 53rd Avenue separating Minneapolis from Brooklyn Center. He indicated he would like to see a link run from 'the river to Lions Park. He said currently he is interested in getting a landscape architect student to do the renderings, and he would be making the recommendation soon to the housing commission about the project. COMMERCIAL /INDUSTRIAL STUDY The EDA Coordinator indicated the City is currently developing a request for proposal for a commercial/ industrial study in much the same vein as the housing study done by Maxfield. He indicated it is hard for the City to have a development or redevelopment policy for housing or commercial /industrial property that does not recognize the interactions of the two. He indicated the RFP would be brought to the housing commission for their comments and consideration. There was a motion by Commissioner Kalligher and seconded by Commissioner Torres that staff continue with the development of the proposal and to bring the same to the housing commission for consideration. SOLAR REVIEW Commissioner Torres indicated to the commission it is virtually impossible to gather the kind of information at this point-in time to do a successful conclusion to the old solar demonstration project. He indicated he felt at this point in time it would be best if the housing commission report to the City Council that it would not be able to complete this study. There was a motion by Commissioner Kalligher and seconded by Commissioner Nelson to inform the City Council that the project cannot be continued because of the unavailability of information. ADJOURNMENT There was a motion by Commissioner Torres and seconded by Commissioner Frantum to adjourn the meeting.
