MINUTES OF THE PROCEEDINGS OF THE
HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER
IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA
REGULAR SESSION
FEBRUARY 5, 1991

CALL TO ORDER
The Brooklyn Center Housing Commission was called to order at 7
p.m.
ROLL CALL
Commissioners Ernie Erickson, John Kalligher, Neal Nelson, Jon
Perkins and Robert Torres. Also present were Director of Planning
and Inspections Ron Warren, City Planner Gary Shallcross and
Assistant EDA Coordinator Tom Bublitz.
Absent and excused from the meeting were Chairman Nicholas Eoloff,
Commissioners Pamela Frantum and Barbara Jensen and Council
Liaison Phil Cohen.
APPROVAL OF MINUTES JANUARY 8, 1991
There was a motion by Commissioner Erickson and seconded by
Commissioner Nelson to approve the January 8, 1991, minutes as
submitted. The motion passed.
DISCUSSION ITEM: LARGE FAMILY HOUSING
Assistant EDA Coordinator Tom Bublitz reviewed some of the
information he had obtained relative to the large- family,housing
issue, including information on the Minnesota Housing Finance
Agency Low Income Tax Credit Program and a report from the
University of Minnesota entitled, "Expanding Opportunities for
Single Parents Through Housing Guidelines for New and Existing
Housing in Neighborhoods That Meet the Needs of Single- Parent
Families." He also pointed out the Metropolitan Council Housing
and Redevelopment Authority was preparing information on the
numbers of Section 8 families on a waiting list for large family
units for Brooklyn Center and the surrounding communities. He
also explained he was continuing to gather additional data
relative to the Housing Commission's review of the large family
housing issue.
Commissioner Kalligher inquired whether the Commission would have
to review the issue from a zoning perspective. Ron Warren,
Director of Planning for the City, explained zoning addresses
density issues with regard to land use; and the City Council, at
the time of the enactment of the ten percent provision, felt it
was not the best alternative to house families in an apartment
setting. He explained the issue of density is one that deals with
the issue from a land -use perspective, rather than what is
appropriate or suitable housing.

The Commission members continued to discuss various aspects of the
design features of multi family housing versus zoning issues M
related to multi family housing.
Commissioner Erickson inquired as to what the Commission's
approach should be with regard to preparing a final report. The
Assistant EDA Coordinator suggested that the Commission might
possibly look at a joint meeting with the Planning Commission to
discuss the Housing Commission's final recommendations; but
whatever form it took, some type of communication is essential
with the Planning Commission prior to sending the Housing
Commission's report to the City Council.
Commissioner Perkins inquired whether the Planning Commission was
actively pursuing the issue at the present time. Ron Warren,
Director of Planning and Inspections, stated the Planning
Commission was not reviewing the ordinance provision at the
present time.
Discussion continued among Commission members regarding the
history of the ten percent requirement and the rationale for the
ten percent limit. City Planner Gary Shallcross commented that in
reviewing the history of the provision, it was his understanding
that there was a sincere intent on the part of the City Council to
address family needs for housing.
Commissioner Perkins inquired whether the Commission should also
be looking at the ten percent limit for single -room occupancy
units. Director of Planning and Inspections Ron Warren stated it
was his understanding that if the three bedroom limit were
removed, the limits on single -room occupancy and efficiency units
would also be changed.
The Commission continued its discussion of the large family
housing issue and concluded that one of the major issues the
Housing Commission should address is whether the City housing
policy should encourage or discourage large families in apartment
buildings and to support that decision with data. Commissioner
Perkins also suggested that the Commission might also want to
address the issue from a land -area requirement approach.
Assistant EDA Coordinator Tom Bublitz explained he would prepare
a final report for the Commission which would include additional
information he will be receiving from the Metropolitan Council,
additional research material and a survey of surrounding cities
with regard to the number of multi family units by number of
bedrooms, number of affordable units and a breakdown of elderly
versus family units.

ADJOURNMENT
There was a motion by Commissioner Nelson and seconded by
Commissioner Kalligher to adjourn. The motion passed. The
Brooklyn Center Housing Commission adjourned at 8:45 p.m.
