HomeMy WebLinkAbout1993 04-27 HCM MINUTES OF THE PROCEEDINGS OF THE HOUSING COMMISSION OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA REGULAR SESSION APRIL 27, 1993 CITY HALL CALL TO ORDER The Brooklyn Center Housing Commission was called to order by Commissioner Ernie Erickson at 7:00 p.m. Commissioner Erickson was serving in the capacity of chair for the meeting in the absence of Chairman Eoloff and Vice Chairman Kalligher. ROLL CALL Commissioners Ernie Erickson, Neal Nelson, Pamela Frantum, Jon Perkins, Kathleen Carmody and Todd Cannon. Also present were City Assessor Mark Parish and Community Development Specialist Tom Bublitz. Chairperson Nicholas Eoloff and Commissioners Robert Torres and John Kalligher were absent and excused from the meeting. APPROVAL OF AGENDA There was a motion by Commissioner Nelson and seconded by Commissioner Perkins to approve the April 27, 1993 agenda. The motion passed. APPROVAL OF MINUTES MARCH 16. 1993 Commissioner Carmody pointed out that there was an error in the March 16 minutes. She noted that Councilmember Barbara Kalligher and Commissioner John Kalligher were not in attendance at the March 16, 1993 meeting. There was a motion by Commissioner Nelson and seconded by Commissioner Carmody to approve the March 16, 1993 Housing Commission minutes, as amended. The motion passed. PRESENTATION BY MARK PARISH. CITY ASSESSOR. REGARDING PROPERTY VALUES IN BROOKLYN CENTER The City Assessor explained to commission members that one of the reasons he would like to discuss his presentation this evening was that he would be presenting this material at the May 5, 1993 Realtors Day event and that he would like the commission's input and feedback on the presentation material. The basic outline of the City Assessor's presentation included market value analysis for the City of Brooklyn Center in comparison to the MLS district 571 five year trends in values, neighborhood trends in values, and prices of new construction. Additionally, he pointed out his presentation would include information on homesteading, school district rate differentials, and market value appeals. 4 -27 -93 1 Mr. Parish pointed that in the MLS district 571, real estate values have been relatively flat and that other districts have shown some increase over the past year. He pointed out that in an average year three to five percent (3 -5%) of the homes in Brooklyn Center are sold. The City Assessor then reviewed the Twin View Meadows Development Study, along with information on new construction in -fill housing in the City and noted that the sale prices of the in -fill houses are well above the median value of the City. The City Assessor also pointed out that homes along the Mississippi River are increasing in value, especially in the northern portion of the City. Additionally, homes around Twin Lake have also shown an increase in value. In summary, he noted that these are the two areas of the City experiencing the largest increase in value. The City Assessor then reviewed the information on school district boundaries, tax capacity rates and tax charts for the City. Commissioner Jon Perkins pointed out that if the high growth areas in Brooklyn Park are deleted from the MLS information, such as the Edinburgh area, the growth in value in Brooklyn Park is very similar to Brooklyn Center. Commissioner Perkins also suggested that the City Assessor revise the southeast neighborhood sales data sheet he had prepared, since it gives the impression that there are only a few sales occurring. The City Assessor stated that he would revise this information and also have some samples of home sales, along with photographs of selected sales, to show the diversity in the home sales in Brooklyn Center. Commission members then discussed the Assessor's market value information versus actual sale prices. Commissioner Perkins suggested that the City Assessor emphasize that the assessed value is only a percentage of the actual sale price, and suggested comparing assessed values to sale prices in the southeast neighborhood sales data sheet. Additionally, Commissioner Perkins suggested discussing with realtors the use of certificate of real estate value forms (CRVs) and how they affect assessed values. The City Assessor pointed out that the City does review all CRVs on property sales, but that a single sale does not mean a value will change and that changes are based on groupings of sales. Commissioner Perkins suggested doing an information sheet on assessed values of homes by neighborhood. He pointed out that realtors already have the sale prices, but may not have the *assessed values. He explained it would be useful to know how many homes are valued at a certain level since many homes are not sold 4 -27 -93 2 and it would be helpful to know the values of all properties. The commission concluded its discussion of the City Assessor's presentation and Mr. Parish thanked the commission members for providing valuable input to assist with his presentation for the Realtors Day event. REVIEW OF CITY'S HOME REHABILITATION DEFERRED LOAN PROGRAM The Community Development Specialist explained that at their April 12, 1993 meeting, the Brooklyn Center City Council referred an agenda item to the City's Housing Commission for review and recommendation. The specific items the Housing Commission are to address are issues related to the City's home rehabilitation program. The specific areas the Council has requested the commission to review are the issue of awarding second grants to specific properties, concern over the values of properties being improved, and addressing the type of improvements and priorities given these improvements, such as exterior improvements versus interior improvements, value added improvements versus maintenance improvements, etc. Commission members discussed the priorities for improvements under the grant program, and Commissioner Nelson suggested that with regard to impact on improving the neighborhood, he believed a high priority should be given to exterior -type improvements, or improvements that would have a greater impact on the neighborhood. Commissioner Erickson stated that his highest priority for work with grant projects would be 1) interior health and safety;' 2) exterior health and safety; 3) exterior improvements; and 4) interior improvements. The commission members continued discussing the areas assigned to them by the City Council and the Community Development Specialist suggested that he could prepare information for the commission for their next meeting to provide them additional background in helping make a decision on the items referred to them by the City Council. He explained that he could provide information on examples of improvements that were done as second grant projects, comparing them to work done on the first grant awarded to the property and also on the values of the homes improved. Commissioner Frantum also requested a copy of the application sent to individuals applying for the program. There was a motion by Commissioner Nelson and seconded by Commissioner Cannon to table consideration of the City's home rehabilitation deferred loan program until the May Housing Commission meeting to allow staff to prepare additional information. ADJOURNMENT There was a motion by Commissioner Nelson and seconded by commissioner antum to adjourn the meeting. The motion passed.
