HomeMy WebLinkAbout2007 07-23 CCM Study Session MINUTES OF THE PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF BROOKLYN CENTER IN THE COUNTY OF HENNEPIN AND THE STATE OF MINNESOTA STUDY SESSION JULY 23, 2007 CITY HALL COUNCIL CHAMBERS CALL TO ORDER The Brooklyn Center City Council met in Study Session called to order by Mayor Tim Willson at 6:00 p.m. ROLL CALL Mayor Tim Willson and Councilmembers Kay Lasman, Mary O'Connor, Dan Ryan, and Mark Yelich. Also present were City Manager Curt Boganey, Public Works Director /City Engineer Todd Blomstrom, Community Development Director Gary Eitel, and Deputy City Clerk Camille Worley. CITY COUNCIL DISCUSSION OF AGENDA ITEMS AND QUESTIONS City Manager Curt Boganey discussed the following additional agenda item for review by the Economic Development Authority: Resolution Approving and Authorizing Early Construction Under Development Agreement Between the Economic Development Authority, the City of Brooklyn Center, and Brooklyn Hotel Partners, LLC. There was discussion on an agreement regarding the condition of the land if the work was not completed by the Brooklyn Hotel Partners, LLC. There was discussion on Item No. 7b specifically Rental Dwelling License for property located at: 6012 Zenith Ave, which is a group home. It was indicated that group homes are considered the same as single family rental properties during the licensing process. It was stated that when licenses are processed for group homes, the number of calls for service should be reviewed. Concern was raised that the particular group home in question is owned by a private company and extensive resources are being expended from the City of Brooklyn Center for the property. Mr. Boganey stated he would gather information on the property owner and the issues at the property and report back to the City Council. Councilmember Lasman requested the following change to the Study Session minutes of July 9, 2007: Paae 2 Councilmember Lasman discussed her attendance at the League of Minnesota Cities Conference where she learned of a company in Minneapolis that provides environmentally friendly cleaning supplies and claim to be cost p rohibitive effective. She requested that the City look into using these types of products. She discussed a recycling program for computer monitors and televisions along with advantages of broadband that were discussed at the conference. 07/23/07 -1- Councilmember Lasman requested the following change to the Work Session minutes of July 9, 2007: Paee I Planning Commission time should not be spent on the matter. The School District should resolve the issue on its own and it does not have the money to spend on construct or build an Alternative Learning Center. It was the majority consensus of the City Council to accept the amendments to the July 9, 2007, Study Session minutes and to sustain the July 9, 2007, Work Session minutes. MISCELLANEOUS A City Council pay date schedule was requested in order to predict when pay checks will be delivered to the City Council. Mr. Boganey stated he would prepare a pay check schedule for the City Council. Councilmember Yelich stated he will be out -of -town for the rest of the week. ADJOURN STUDY SESSION TO INFORMAL OPEN FORUM WITH CITY COUNCIL Councilmember Lasman moved and Councilmember Ryan seconded to close the Study Session at 6:44 p.m. Motion passed unanimously. RECONVENE STUDY SESSION Councilmember Lasman moved and Councilmember O'Connor seconded to reconvene the Study Session at 6:47 p.m. Motion passed unanimously. DISCUSSION OF WORK SESSION AGENDA ITEMS AS TIME PERMITS MN/DOT TRAFFIC STUDY OF STATE HIGHWAY 252 CORRIDOR Public Works Director /City Engineer Todd Blomstrom discussed a proposed traffic study by Mn/DOT, discussions held between Mn/DOT and the cities of Brooklyn Center and Brooklyn Park, and public involvement in the study. There was discussion on the need to review pedestrian traffic at different points of the study area. ADJOURNMENT Councilmember O'Connor moved and Councilmember Yelich seconded to close the Study Session at 6:55 p.m. Motion passed unanimously. 07/23/07 -2- STATE OF MINNESOTA) COUNTY OF HENNEPIN) ss. That attached hereto is a full, true, and complete transcript of the minutes of a Study Session of the City Council of the City of Brooklyn Center held on July 23, 2007. 2. That said meeting was held pursuant to due call and notice thereof and was duly held at Brooklyn Center City Hall. 3.
